The Caloocan City government opened a livelihood hub for Persons Deprived of Liberty (PDLs), where they can carry out rehabilitative and income-generating activities on Saturday, Sept. 27.
The project was implemented by the Caloocan City Local Economic and Investment Promotion Office (LEIPO), the Bureau of Jail Management and Penology (BJMP), and the Bank of the Philippine Islands (BPI).
The livelihood area aims to strengthen ongoing programs that allow PDLs to create paper crafts, native bags, and rags, as well as provide hairstyling services.
Mayor Dale Gonzalo “Along” Malapitan praised the partnership between public and private sectors in supporting vulnerable communities.
“Nagpapasalamat po tayo dahil sa pagtutulungan ng mga ahensya ng pamahalaan at ng BPI na mas palakasin ang kakayahan ng mga PDL na matulungan ang kanilang mga pamilya sa kabila ng kanilang sitwasyon (We are grateful for the cooperation of government agencies and the BPI to further strengthen the ability of PDLs to help their families despite their situation),” Mayor Malapitan said.
He further stressed that while the city remains firm in enforcing the law, it also upholds its duty to pursue fairness and rehabilitation.
“Gaya po ng lagi kong sinasabi, hindi tayo magaatubili na ipatupad ang batas laban sa mga lumalabag dito, pero hindi rin natin nakalilimutan ang ating responsibilidad na pairalin ang due process at tamang hustisya para sa lahat, kabilang na ang mga PDL (As I always say, we will not hesitate to enforce the law against those who violate it, but we also cannot forget our responsibility to enforce due process and proper justice for all, including PDLs),” he added.
