Marcos: P255.5B flood control funds transferred to priority programs
President Marcos has announced that P255.5 billion previously allocated for Department of Public Works and Highways (DPWH) flood control projects in 2026 will be redirected to fund programs under other agencies.
Speaking in San Fernando City, La Union, the President said the move followed the discovery of ghost and substandard flood control projects that would have otherwise consumed the funds.
“Kaya’t itinigil ko lahat ‘yan para matiyak natin na tama naman ang paggamit ng pera ninyo dahil pera ninyo ito (That is why I stopped all of it to ensure your money is being used properly, because this is your money),” he said.
Marcos stressed that government funds should not be wasted on questionable projects.
“Hindi pera ng gobyerno ito, pera ng taong-bayan ito. Kaya’t tinitiyak natin na tama ang gawa (This is not government money, this is the people’s money. That is why we make sure it is spent properly),” he said.
The President explained that the funds would instead be used for programs that directly benefit the public.
“Ilalagay natin sa lahat ng pagtutulong, lahat ng benefits para sa ating mga kababayan (We will place the money into assistance and benefits for our people),” he said.
Social welfare and education
Marcos earlier said that P36 billion will go to the Department of Social Welfare and Development (DSWD) to support the Pantawid Pamilyang Pilipino Program (4Ps), Assistance to Individuals in Crisis (AICS), Payapa at Masaganang Pamayanan (PAMANA), and the Sustainable Livelihood Program (SLP).
The Department of Education (DepEd) will receive P26.55 billion for classroom construction and rehabilitation, feeding programs, support for indigenous peoples’ education, the Academic Recovery and Accessible Learning (ARAL) program, salaries of non-DepEd ARAL tutors, flexible learning options, Madrasah Education, and Special Needs Education.
The Commission on Higher Education (CHED) will receive P9.3 billion, the Technical Education and Skills Development Authority (TESDA) P1 billion, and the Philippine Science High School System P450 million.
Health and employment
The Department of Health (DOH) will be allocated P29.28 billion for medical assistance to indigent patients, legacy hospitals, and support for children with cancer at the Philippine Children’s Medical Center.
PhilHealth will receive P60 billion for its Yaman ng Kalusugan Program (YAKAP), Bagong Urgent Care and Ambulatory Services (BUCAS) centers, and the Guaranteed and Accessible Medications for Outpatient Treatment program.
The Department of Labor and Employment (DOLE) will receive P18 billion for its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) program and the Integrated Livelihood and Emergency Employment Program.
Agriculture and transport
The Department of Agriculture (DA) will be allocated P39.37 billion for post-harvest facilities, crop insurance, assistance to farmers and fisherfolk, and the construction of deep-water ports and fishports.
The Department of Agrarian Reform (DAR) will receive P600 million for the Beneficiaries’ Development and Sustainability Program and the Land Tenure Security Program.
Meanwhile, the Department of Transportation (DOTr) will be allocated P1 billion for the rehabilitation of the Metro Rail Transit (MRT).
