A victory for Filipino learners.
That's how Tingog Party-list Rep. Yedda Marie Romualdez described President Marcos' signing into law of Republic Act (RA) No.12288, also known as the Career Progression System for Public School Teachers and School Leaders Act.
The law establishes a framework for competency-based promotions and equitable salary increases for teachers.
It expands career pathways by creating new teaching positions—Teacher IV to VII and Master Teacher II to V—and ensures parity with the school administration track, paving the way for fairer opportunities for advancement and improved professional development across the public school system.
Rep. Yedda emphasized the law’s impact on both teachers and learners. “Our teachers are at the heart of education reform. By recognizing their excellence and giving them clear opportunities for advancement, we are not only rewarding their dedication but also uplifting the quality of education for our children.
"This law is a victory for every Filipino learner whose dreams are shaped in the classroom," she underscored.
Tingog Party-list principally authored the measure in the House of Representatives.
Co-nominee Rep. Andrew Julian Romualdez, vice chairperson of the House Committee on Higher and Technical Education, pointed to the fairness and transparency the measure brings:
“For far too long, promotions for teachers have depended on vacancies rather than merit. This law changes that. Advancement will now be based on competence and performance, giving every teacher a fair chance to grow professionally and serve our schools better,” he said.
Meanwhile, another Tingog nominee, Rep. Jude Acidre, chairperson of the higher and technical education panel, gave further context to the importance of the new statute.
“This law is about restoring dignity to the teaching profession. By expanding career pathways, harmonizing qualification standards, and institutionalizing merit-based progression, we are aligning teacher development with student success. It is a reform that honors both the calling of the teacher and the future of the learner," he said.
Acidre is also a co-chairperson of the Second Congressional Commission on Education (EDCOM 2)
The Tingog solons vowed to pursue further reforms that will empower teachers, strengthen schools, and ensure that every Filipino learner has the opportunity to succeed.
