PNP: CIDG begins deployment to assist ICI in flood-control probe

The Philippine National Police (PNP) said Friday, Sept. 26, that it has extended security and investigative assistance to the Independent Commission on Infrastructure (ICI) in its ongoing probe into alleged irregularities in flood control projects across the country.
Acting PNP Chief Police Lieutenant General Jose Melencio C. Nartatez, Jr. said the regional field units (RFUs) of the Criminal Investigation and Detection Group (CIDG) provided documentary support and security assistance to ICI inspectors during field validations on Sept. 25.
He emphasized that the CIDG is actively gathering and consolidating documents from DPWH regional offices, with certified true copies being secured to preserve evidence. Security assistance was also extended to engineers and inspectors conducting material testing and site visits to ensure that investigations proceed without obstruction.
“The CIDG plays a crucial role in providing investigative assistance and law enforcement support to the ICI. Our task is to gather relevant documents, validate reports on the ground, and ensure that the investigation proceeds without obstruction. By doing so, we help safeguard the integrity of public infrastructure projects and uphold accountability among contractors and public officials,” he said.
In Davao Region, Nartatez said the RFU 11 secured the arrival of ICI Special Adviser, Baguio City Mayor Benjamin Magalong, and DPWH Secretary Vince Dizon during an inspection in Barangay Culaman, Jose Abad Santos, Davao Occidental where a flood control project reported as completed in 2022 was found to have commenced construction only weeks ago.
The RFU 11 also requested documents from DPWH XI on projects by Alpha and Omega General Contractor and Development Construction, one of the top 15 contractors that secured the most amount of money in deals with the national government as revealed by President Marcos Jr., and Genesis 88 at the different districts of Davao City.
Further, Nartatez said RFUs in Ilocos (Region 1), Central Luzon (Region 3), MIMAROPA (Region 4B), Bicol (Region 5), Central Visayas (Region 7), Zamboanga Peninsula (Region 9), SOCCSKSARGEN (Region 12), and Caraga (Region 13 also coordinated with the regional offices of the DPWH and asked for documents on flood control projects in the respective regions.
“However, the DPWH 4B told the CIDG RFU 4B that they could only inquire and secure documents at the Regional Office in Diliman, Quezon City; while the regional director of DPWH IX and assistant regional director of DPWH 13 denied the request of CIDG RFUs for copies of documents as these were supposedly forwarded to the ICI, National Bureau of Investigation (NBI), and Commission on Audit (COA),” Nartatez noted.
He urged the stakeholders to cooperate fully with the ongoing investigation of the ICI by complying with the requests of the CIDG RFUs.
“From security to investigation, we assure the public of the PNP’s commitment to extending all the necessary assistance to the Independent Commission on Infrastructure (ICI) in its quest for truth, transparency, and accountability,” Nartatez said.
