Speaker Faustino "Bojie" Dy III personally turned over on Wednesday night, Sept. 24 the findings of the House Infrastructure Committee (infra comm) to the Palace-created Independent Commission for Infrastructure (ICI).

Dy, Isabela's 6th district congressman, arrived at the ICI headquarters in Bonifacio Global City (BGC), Taguig City at around 6 p.m. Wednesday.

The House leader did not give an interview to reporters after his appearance.

A video shared by the Speaker's office to House reporters showed Dy speaking with ICI chairman, retired Supreme Court (SC) Justice Andres Reyes Jr. within the main office as boxes of documents get carried inside.

Bicol Saro Party-list Rep. Terry Ridon, overall chairman of the three-panel infra comm, was the one who first told media Wednesday that Dy was going to turn over documents to ICI.

He said the documents consisted of the transcripts of the two hearings held by the infra comm on the flood control projects controversy as well as pieces of evidence presented by the resource persons.

"I think para maipakita ho talaga natin sa mga kababayan yung kanyang institutional commitment (I think in order to really show to our countrymen his institutional commitment) to work with ICI, it will be Speaker Bojie Dy himself [who] will turn over the documents to the ICI today," Ridon said in a press conference on Wednesday.

In the presser, Ridon said that the infra comm hearings have resulted to the following he resignation of members of the Philippine Contractors Accreditation Board (PCAB) over allegations of unexplained wealth and licenses for sale; the disclosure of one billion pesos in cash assets of MG Samidan Construction, one of the fifteen largest flood control contractors named by President Ferdinand Marcos Jr.; the disclosure of the financial statements of all Discaya-linked firms from 2014 to 2023, which showed the sharp rise of their consolidated revenues during the Duterte administration, and that such massive revenues have been sustained up to the present; and the initial testimonies and evidence linking high-level officials in the executive and legislative to the ghost and substandard flood control projects in Bulacan, all of which are relevant and indispensable to the ongoing and developing Senate Blue Ribbon Committee proceedings.

Since the infra comm probe was conducted in aid of legislation, Ridon said they also intend to pursue several measures as an offshoot of the proceedings.

These are ensuring private sector participation in project inspections; ensuring legitimate civil society participation in project procurement; ensuring proponent identification and public disclosure in each and every program, activity or project proposed at any and every stage of the budget process; and ensuring a stronger ICI, particularly the granting of subpoena and contempt powers.

"The House Infrastructure Committee has full faith in the mandate, integrity and competence of the [ICI]. We trust that through its work, the ICI will be able to ensure transparency, that it will be able to ensure accountability, and most important of all, that it will be able to ensure justice," Ridon said.

Also on Wednesday, Ridon said the infra comm suspended its probe on the flood control projects mess.
