Top officials of the Philippine National Police (PNP) have signed an agreement with the Independent Commission for Infrastructure (ICI) in a bid to strengthen institutional collaboration in safeguarding transparency and accountability in government infrastructure projects nationwide.
The ICI is currently investigating all the flood control projects and other infrastructure amid allegations of widespread and systematic kickback systems involving officials of the Department of Public Works and Highways (DPWH) and lawmakers.
Aside from the ICI, acting PNP chief Lt Gen. Jose Melencio C. Nartatez, Jr. said signatories in the agreement also include officials of the Integrated Bar of the Philippines (IBP).
“The PNP’s primary role is to provide investigative and law enforcement support to ICI and its partner institutions. Through a top-level task group, we will assist in building strong cases against individuals or groups involved in corruption, fraud, or irregularities in infrastructure projects,” said Nartatez.
“We will also ensure that protective services are extended to witnesses, resource persons, and investigators when necessary,” he added.
Nartatez also made the same commitment to DPWH Secretary Vince Dizon in the conduct of inspections of flood control projects across the country.
Dizon earlier asked the PNP, through Department of the Interior and Local Government Secretary Jonvic Remulla, to provide the security and other forms of assistance to the inspections of the flood control projects.
President Marcos created the ICI to investigate alleged anomalies in flood control and other anomalous projects.
Nartatez said the PNP supports the ICI’s mission to investigate corruption and irregularities in government undertakings, particularly flood control programs.
“Public trust is built when citizens see that government agencies are serious about accountability. By taking part in this initiative, the PNP is showing that we are not only focused on traditional law enforcement activities but also deeply committed to supporting the search for truth and accountability,” said Nartatez.
“Our involvement demonstrates that law enforcement stands firmly on the side of transparency and good governance,” he added.
