House Deputy Speaker Iloilo 1st district Rep. Janette Garin lived up to her "Doc Nanay" tag when she put her foot down Wednesday, Sept. 24 on the unparliamentary antics of Cavite 4th district Rep. Francisco "Kiko" Barzaga.
During a lull in the plenary debates on the P6.793-trillion National Expenditure Program (NEP) or proposed national budget for 2026, Barzaga--with his phone in hand--attempted to taunt and harass Majority Leader Ilocos Norte 1st district Rep. Sandro Marcos.
The self-proclaimed "congressmeow" posted of video of his short interaction with Rep. Marcos on his Facebook.
In the video, Barzaga was seen greeting the presidential son "Good afternoon", to which the latter answered "Good afternoon, Kiko."
"Kumusta na yung kaso ni Tito Romualdez mo? (How's the case of your Uncle Romuladez?)" Barzaga then asked Rep. Marcos, referring to Leyte 1st district Rep. Martin Romualdez.
But before he could finish his sentence, Garin--wearing a red Filipiniana blazer--stepped in between the two and changed the topic.
A flabbergasted Garin then turned around to face Barzaga, swiped his phone down and said, "Wag ganyan boss, wag ganyan (Don't do that boss, don't do that)."
"Nagalit na si Rep. Garin (Rep. Garin is angry now)," said the neophyte solon from Dasmariñas City, who instantly accepted defeat upon the deputy speaker's flexing of her authority.
For weeks now, Barzaga has been presenting himself as a white knight of sorts amid the public's outrage over the massive flood control projects corruption scandal.
During this time, Barzaga has formed a habit of badmouthing high-ranking government officials on his Facebook. These officials include President! Marcos, Romualdez, Rep. Marcos, Garin, Senate President Vicente "Tito" Sotto III, Senate President Pro Tempore Panfilo "Ping" Lacson, and various Cabinet members, just to name a few.
There's no case filed against Romualdez.
'Sorry, meow'
Later, in an interview with House reporters, Garin said that she actually didn't hear Barzaga's remarks toward Rep. Marcos. Instead, she said that she didn't find it proper that Barzaga was shoving his phone in the face of a fellow congressman.
Garin said Barzaga kept apologizing to her afterward. "Sorry na, wag ka na magalit, meow (I'm sorry, please don't be mad anymore, meow)," she quoted the eccentric lawmaker as saying.
Garin said that Barzaga "always wants to engage" with Rep. Marcos.
