PAGASA warns Angat, San Roque dams may release water due to 'Opong's rains

4 Luzon dams continue to discharge water

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Wednesday, Sept. 24, warned that Angat and San Roque dams may release water if rains from Tropical Storm Opong (international name: Bualoi) concentrate over their catchment areas.
PAGASA Deputy Administrator for Operations and Services Roy Badilla said Angat Dam in Bulacan was only a few meters from its normal high water level (NHWL).
“Angat only needs about 145 millimeters (mm) of rainfall to reach 210 meters. We are expecting it will release water if rains concentrate over the catchment area,” Badilla said in Filipino in a press conference on Wednesday.
He also warned that San Roque Dam in Pangasinan might have to discharge water because of continuous inflows from upstream, particularly from Binga Dam in Benguet.
“The same is true for San Roque Dam because Binga Dam is continuously discharging. All water released from Binga flows into San Roque,” he said.
PAGASA hydrologist Edgar dela Cruz reported that as of 8 a.m., Angat Dam’s water level was at 205.88 meters, just 4.12 meters below its NHWL of 210 meters.
He added that San Roque was at 270.47 meters, about 9.5 meters short of its NHWL of 280 meters. It would need 265 mm of rainfall to reach its maximum level.
PAGASA said other major dams in Luzon, four of which are continuously releasing water, were also being closely monitored.
Ipo Dam in Bulacan was at 100.68 meters with one gate open.
In Benguet, Ambuklao Dam was at 750.15 meters, just below its 752-meter NHWL, with three gates open, while nearby Binga Dam was at 573.13 meters and had four gates open.
Magat Dam in Isabela was at 183.89 meters, six meters short of its 190-meter NHWL, with three gates open.
Meanwhile, La Mesa Dam in Quezon City was at 79.13 meters, close to its 80.15-meter spilling level.
Pantabangan Dam in Nueva Ecija was at 211.55 meters, still seven meters below its NHWL of 218.5 meters and would need about 330 millimeters of rainfall to reach capacity.
Rainfall outlook
From Thursday noon, Sept. 25, to Friday noon, Sept. 26, Sorsogon and Northern Samar may experience intense to torrential rainfall (more than 200 millimeters).
Camarines Norte, Camarines Sur, Catanduanes, Albay, Masbate, Eastern Samar, and Samar may have heavy to intense rains (100 to 200 mm), while Romblon, Marinduque, Occidental and Oriental Mindoro, Quezon, Batangas, Laguna, Isabela, Aurora, Aklan, Capiz, Biliran, and Leyte may receive moderate to heavy rainfall (50 to 100 mm).
During the same period, Palawan, Antique, Iloilo, Guimaras, Negros Occidental, and Negros Oriental may also receive 50 to 100 mm of rainfall due to the southwest monsoon (habagat).
From Friday noon to Saturday noon, Sept. 27, Marinduque may experience intense to torrential rainfall, while Metro Manila, Aurora, Bulacan, Pampanga, Quezon, Cavite, Batangas, Laguna, Rizal, Bataan, Occidental and Oriental Mindoro, Romblon, Camarines Norte, Camarines Sur, and Albay may have heavy to intense rains.
Meanwhile, Catanduanes, Sorsogon, Masbate, Zambales, Pangasinan, Quirino, Tarlac, Nueva Ecija, Cagayan, Isabela, Northern Samar, and Samar may experience moderate to heavy rainfall.
Palawan, Antique, Aklan, and Negros Occidental are likewise expected to receive moderate to heavy rainfall because of the habagat.
PAGASA warned that accumulated rainfall may be higher in mountainous and elevated areas, while impacts in some provinces could worsen due to significant antecedent rainfall.
It advised communities downstream of dams and those in flood-prone areas to stay on alert for possible flooding and landslides in the coming days.
