Hernandez surrenders P30-M Lambhorgini to ICI as probe continues

Former Department of Public Works and Highways (DPWH) assistant engineer Brice Ericson Hernandez on Wednesday, Sept. 24, surrendered a Lamborghini Urus valued at ₱30 million to the Independent Commission for Infrastructure (ICI) as part of his continued cooperation in the investigation of alleged irregularities in flood control projects.
ICI adviser and Baguio City Mayor Benjamin Magalong said Hernandez’s latest gesture signals his willingness to aid the commission.
“His voluntary cooperation, including the turnover of high-value assets and full disclosure of information regarding projects under investigation, demonstrates a commitment to transparency and accountability, which the commission hopes will encourage other involved parties to come forward, allowing the ICI to carry out its mandate thoroughly and ensure that irregularities in government infrastructure projects are properly addressed under the law,” Magalong said.
Hernandez, joined by dismissed DPWH Bulacan first district engineer Henry Alcantara and former assistant engineer Jaypee Mendoza, arrived at the ICI to testify on alleged irregularities in Bulacan flood control projects.
The turnover of the vehicle came hours after the DPWH requested the Anti-Money Laundering Council (AMLC) to freeze nearly half a billion pesos worth of luxury vehicles linked to officials and contractors under investigation.
The move shows the widening scope of the probe into substandard projects in Bulacan.
This marks the second luxury vehicle Hernandez has handed over to the independent body, following last week’s turnover of a P12-million GMC Yukon Denali sports utility vehicle (SUV).
This reinforces the witness' cooperation with authorities that are investigating substandard DPWH projects in the province.
After the ICI proceedings, Hernandez, and Mendoza proceeded to the Department of Justice (DOJ) to turn over a computer central processing unit (CPU) containing evidence on the alleged flood control anomalies. They were escorted by police officers.
During a Senate Blue Ribbon Committee hearing on Tuesday, Hernandez admitted that all projects under the DPWH Bulacan engineering office, including flood control initiatives, were substandard.
He further disclosed delivering an estimated ₱1 billion in cash--placed in suitcases--to a staff member of Ako Bicol party-list Rep. Zaldy Co. This further gave the senators an idea of alleged scale of irregular transactions linked to the projects under investigation.
DOJ Secretary Jesus Crispin Remulla says Hernandez is being evaluated for possible inclusion in the Witness Protection Program (WPP) to ensure his safety amid the ongoing probe.
Meanwhile, Alcantara revealed that he coordinated with DPWH Undersecretary Roberto Bernardo to channel commissions from flood control projects to the camps of Senators Jinggoy Estrada, Joel Villanueva, former senator Bong Revilla Jr., Co, and former Caloocan representative Mitch Cajayon, all of whom have denied the allegations.
Following Hernandez’s DOJ testimony, the National Bureau of Investigation (NBI) recommended filing charges against the implicated individuals, except for Revilla, as authorities continue unraveling alleged anomalies in Bulacan’s flood mitigation projects.
