Tiangco was the sixth resource person invited by the Palace-created body, after Bulacan 1st district assistant engineer Brice Hernandez, former Department of Public Works and Highways (DPWH) secretary Manuel Bonoan, Senators Vicente "Tito" Sotto III and Panfilo "Ping" Lacson, and former senator Grace Poe.
His information turned vital to the investigation as he exposed alleged irregularities in the 2025 national budget, which even cost him his friendship with former House Speaker Martin Romualdez.
"I'm ready to tell them everything they want to know. Lahat ng gusto nilang malaman, ready akong sagutin (All things they want to know I'm ready to answer)," Tiangco said in an interview.
"Kahit anong hingin sakin ebidensya ibibigay ko at iiwan ko dito sa ICI. Dala ko doon sa flash drive, so depende na lang kung anong hihingin ulit (All the evidence that they would ask of me, I will leave here at the ICI. I also brought my flash drive, so it depends if they would ask for more information)," he added.
Tiangco said it was now making sense to him why there were questionable insertions in the proposed budget in the past few years, which he had raised several times even before news of the anomaly broke out.
"Kaya noong una palang nagdududa na ako bakit nag-iinsert ng ganoon kalalaking mga pondo. So ngayon, maliwanag, pag pinagdugtong niyo (Since the beginning, I already felt suspicion why they were inserting such huge amounts. So now it's clear if you connect the dots)," he said.
Tiangco was referring to the information revealed by both Hernandez, and his boss, former Bulacan 1st District Engineer Henry Alcantara, during the Senate Blue Ribbon Committee hearing.
The three individuals being linked to the flood control project mess also tagged beleaguered Ako Bicol Party-list Rep. Zaldy Co, former chairman of the powerful House Committee on Appropriations; Senators Joel Villanueva and Senator Jinggoy Estrada; and former senator Bong Revilla in the controversy.
Tiangco said he had previously heard of the alleged 20 to 25 percent kickbacks as revealed by the two DPWH officials in Tuesday's Senate hearing. But he had no personal knowledge on this, which prevented him from speaking out.
"Kaduda-duda talaga kung bakit nagkakaroon ng pondo sa mga lugar na 'yun (It's really suspicious why there's such a huge fund for the location)," he said.
"At nakita naman natin yung sinasabi, ang pinakamalaking nakakuha talaga dito yung proponent, yung funder, so kung pinagdugtong dugtong mo talaga (And we can also see from her that those who get the huge share are the proponents, the funders)," he said of Poe.
"Sino ba ang Committee on Appropriation, sino ba ang under, ang proponent? So yung sainsabi ko na nakakapagduda, bakit bibigyan ng biglang malaking pondo ang isang lugar na hindi naman humihingi 'yung congressman doon ng pondo eh (Who headed the Committee on Appropriation, who was the proponent? So that's what I'm suspicious about: why would a huge budget be allocated there suddenly, even if their congressmen do not ask for it)," he said.
