Mayors for Good Governance, ICI sign pact to strengthen probe on anomalous projects
To strengthen efforts in investigating anomalous infrastructure projects nationwide, Pasig City Mayor Vico Sotto, together with fellow Mayors for Good Governance (M4GG), signed a Memorandum of Understanding (MOU) with the Independent Commission for Infrastructure (ICI) on Tuesday, Sept. 23.

The Mayors for Good Governance (M4GG) said the partnership is in response to the growing demand of people for transparency, accountability, and justice in government projects tainted by corruption.
Sotto was joined by fellow M4GG mayors - Quezon City Mayor Joy Belmonte, Isabela City Mayor Sitti Hataman, and Baguio City Mayor Benjie Magalong, who also serves as the commission’s Special Adviser and Investigator. Representing ICI was Justice Andres Reyes Jr., former Department of Public Works and Highways (DPWH) Sec. Rogelio Singson, and SGV Country Managing Partner Rossana Fajardo.
The MOU covers broad and systematic collaboration, including the exchange of evidence such as data, documents, reports, and testimonies.
“Hinihimok din ng kasunduan ang mga miyembro ng M4GG na aktibong tumulong sa ICI sa iba’t ibang paraan, tulad ng pagsasagawa ng joint site inspections at crowd-sourcing endeavors (The agreement also encourages M4GG members to actively assist ICI in various ways, such as conducting joint site inspections and crowd-sourcing initiatives),” M4GG explained.
“Sa ilalim ng kasunduan, magtutulungan din ang M4GG at ICI sa pagtukoy ng mga iregularidad at kakulangan sa mga proyekto at sa paghahain ng nararapat na rekomendasyon para sa paglutas ng mga ito (The agreement also provides for cooperation between M4GG and ICI in spotting irregularities and shortcomings in projects and in making the necessary recommendations to resolve them),” it added.
In addition, M4GG said it will establish a Whistleblower Hotline to serve as a channel for government officials, contractors, and insiders to provide vital information on anomalies.
With this partnership, the important role of local governments and mayors in promoting good governance is underscored, particularly in ensuring the transparent and efficient implementation of infrastructure projects for the benefit of the public.
