BACOLOD CITY - Mayor Greg Gasataya said on Monday, Sept. 22, that the motion for reconsideration (MR) filed by a Bacolod City College (BCC) instructor dismissed over allegations of sexual harassment has been denied for lack of merit.
The ruling, dated July 22, 2025, was signed by Gasataya, as chairman of the BCC Board of Trustees.
It upheld the instructor’s dismissal, perpetual disqualification from public service, forfeiture of retirement benefits, and cancellation of civil service eligibility.
The instructor was found guilty of soliciting sexual favors from a female student in exchange for academic advantages.
A complaint triggered a formal investigation in February where
the student alleged that the teacher sent her inappropriate messages while persistently pursuing her.The instructor filed a motion on Sept. 10 and was officially denied on Sept. 19. The instructor’s legal counsel received the notice over the weekend.
Gasataya called on any other potential victims to file formal, written complaints to enable proper legal action.
“Put it into writing because we cannot base our response on hearsay,” he said, assuring that due process will be strictly followed and that the city will support victims.
City Legal Officer Karol Joseph Chiu
said that while the city has jurisdiction over administrative cases, the complainant still has the option to pursue criminal charges.“This sends a very, very strong signal,” the mayor said, expressing hope that such incidents will not be repeated.
