Classes at all levels in Abra, Apayao, Batanes, Benguet, Cagayan and La Union have also been suspended on Sept. 23.
Through Memorandum Circular 98, President Marcos ordered the suspension of classes and work in government upon the recommendation of the National Disaster Risk Reduction and Management Council (NDRRMC).
"[I]n view of the forecasted heavy rainfall that will be brought about by Super Typhoon Nando, work in government offices and classes at all levels in Ilocos Norte and Ilocos Sur are hereby suspended on 23 September 2025. Further, classes at all levels in Abra, Apayao, Batanes, Benguet, Cagayan and La Union are also suspended on 23 September 2025 to ensure public safety," the memorandum said.
However, agencies responsible for basic, vital and health services, preparedness and response duties must continue to remain operational to ensure continuity of essential government functions.
The memorandum added that non-vital government employees of subject agencies and all other government employees may be engaged under approved alternate work arrangements, subject to applicable laws, rules and regulations.
Localized suspension of classes and/or work in government offices in other areas may be implemented by their respective local chief executives, according to the memorandum.
The suspension of work in private companies and offices, on the other hand, was left to the discretion of their respective heads.
