PAGASA warns of life-threatening conditions in N. Luzon due to 'Nando'

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Monday, Sept. 22 warned of life-threatening conditions in northern Luzon as Super Typhoon Nando (international name: Ragasa) moved closer to Babuyan Islands.
As of 10 a.m., the center of the eye of Nando was located 110 kilometers east of Calayan, Cagayan, moving westward at 20 kilometers per hour (kph).
It was packing maximum sustained winds of 215 kilometers per hour and gusts of up to 265 kph.
Wind signals in effect
PAGASA raised Tropical Cyclone Wind Signal No. 5 over Babuyan Islands, warning of extreme threats to life and property from typhoon-force winds.
Signal No. 4 was hoisted over the southern portion of Batanes (Basco, Mahatao, Ivana, Uyugan, Sabtang), northern portion of mainland Cagayan (Santa Ana, Santa Praxedes, Claveria, Sanchez-Mira, Pamplona, Abulug, Ballesteros, Aparri, Buguey, Santa Teresita, Gonzaga, Camalaniugan), and northern portion of Ilocos Norte (Pagudpud, Burgos, Bangui, Dumalneg, Adams).
Signal No. 3 is up over the rest of Batanes, central portion of mainland Cagayan (Lal-Lo, Gattaran, Baggao, Alcala, Santo Niño, Lasam, Allacapan, Rizal, Amulung, Piat), northern and central portions of Apayao (Flora, Santa Marcela, Pudtol, Luna, Calanasan, Kabugao), and the rest of Ilocos Norte.
Signal No. 2 is in effect over the rest of mainland Cagayan, Isabela, the rest of Apayao, Abra, Kalinga, Mountain Province, Ifugao, northern portion of Benguet (Mankayan, Buguias, Bakun, Kibungan), northeastern portion of Nueva Vizcaya (Diadi), Ilocos Sur, and northern portion of La Union (Sudipen, Bangar, Luna, Balaoan, Santol).
Signal No. 1 is hoisted over Quirino, the rest of Nueva Vizcaya, the rest of Benguet, the rest of La Union, Pangasinan, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, and northern portion of Quezon (General Nakar), including the Polillo Islands.
Heavy rainfall outlook
From today until Tuesday noon, Sept. 23, rainfall of more than 200 millimeters (intense to torrential) is expected over Batanes, Cagayan, Ilocos Norte, Ilocos Sur, Abra, and Apayao.
Rainfall of 100 to 200 mm (heavy to intense) is forecast in La Union, Benguet, Mountain Province, Kalinga, and Isabela, while 50 to 100 mm of rain (moderate to heavy) is likely in Pangasinan, Ifugao, Nueva Vizcaya, Nueva Ecija, Tarlac, Pampanga, Bulacan, and Zambales.
Between Tuesday noon and Wednesday noon, Sept. 24 50 to 100 mm of rainfall is expected over Ilocos Norte and Ilocos Sur.
The southwest monsoon (habagat), enhanced by Nando, will also bring significant rains.
From today until Tuesday noon, heavy to intense rainfall of 100 to 200 mm is expected in Occidental Mindoro, while moderate to heavy rainfall of 50 to 100 mm is likely in Metro Manila, Bataan, Cavite, Batangas, Laguna, Rizal, Oriental Mindoro, and Palawan.
From Tuesday noon to Wednesday noon, moderate to heavy rainfall of 50 to 100 mm is forecast over Benguet, La Union, Pangasinan, Bataan, Zambales, and Occidental Mindoro.
Winds, coastal hazards
Severe winds are expected to batter coastal and upland areas, while gale warnings remain in effect over the seaboards of northern and central Luzon.
Sea conditions are expected to be very rough to high, with waves reaching up to 14 meters over the seaboards of Batanes and Babuyan Islands, and up to 12 meters over the northern seaboard of Ilocos Norte.
PAGASA also warned of life-threatening storm surges exceeding three meters within the next 24 hours in low-lying and exposed coastal areas of Batanes, Cagayan including the Babuyan Islands, Ilocos Norte, and Ilocos Sur.
Forecast track
Nando is forecast to move westward and may pass close to or make landfall over Babuyan Islands between noon and early afternoon Monday.
It is expected to exit the Philippine Area of Responsibility by Tuesday morning, possibly maintaining or even intensifying its strength before its close approach.
