Life-threatening conditions continue over the northern part of Northern Luzon as Super Typhoon Nando (international name: Ragasa) passes very close to Babuyan Island, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Monday afternoon, Sept. 22.
As of 1 p.m., the center of the eye of Nando was spotted over the coastal waters of Babuyan Island, Calayan, Cagayan.
It is expected to pass very close or make landfall over Calayan Island between 2 p.m. and 5 p.m. before exiting the Philippine Area of Responsibility by Tuesday morning, Sept. 23.
The super typhoon packed maximum sustained winds of 215 kilometers per hour (kph) near the center and gusts of up to 295 kph.
Tropical Cyclone Wind Signal No. 5 remains hoisted over Babuyan Islands.
Signal No. 4 is in effect over the southern portion of Batanes (Basco, Mahatao, Ivana, Uyugan, Sabtang), northern part of mainland Cagayan (Santa Ana, Santa Praxedes, Claveria, Sanchez-Mira, Pamplona, Abulug, Ballesteros, Aparri, Buguey, Santa Teresita, Gonzaga, Camalaniugan), and northern portion of Ilocos Norte (Pagudpud, Burgos, Bangui, Dumalneg, Adams).
Signal No. 3 is up over the rest of Batanes, central portion of mainland Cagayan (Lal-Lo, Gattaran, Baggao, Alcala, Santo Niño, Lasam, Allacapan, Rizal, Amulung, Piat), northern and central portions of Apayao (Flora, Santa Marcela, Pudtol, Luna, Calanasan, Kabugao), and the rest of Ilocos Norte.
Signal No. 2 is raised over the rest of mainland Cagayan, Isabela, the rest of Apayao, Abra, Kalinga, Mountain Province, Ifugao, northern portion of Benguet (Mankayan, Buguias, Bakun, Kibungan), northeastern portion of Nueva Vizcaya (Diadi), Ilocos Sur, and northern portion of La Union (Sudipen, Bangar, Luna, Balaoan, Santol).
Signal No. 1 is up over Quirino, the rest of Nueva Vizcaya, the rest of Benguet, the rest of La Union, Pangasinan, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, and northern portion of Quezon (General Nakar including Polillo Islands).
PAGASA also warned of life-threatening storm surges exceeding three meters in low-lying and exposed coastal areas of Batanes, Cagayan including the Babuyan Islands, Ilocos Norte, and Ilocos Sur.
Very rough to high seas reaching up to 14 meters are expected over the seaboards of Batanes and Babuyan Islands, making sea travel risky for all vessels.
