Super typhoon Nando further intensifies; Signal No. 3 raised over 5 areas — PAGASA

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said on Sunday evening, Sept. 21, that Super Typhoon “Nando” (international name: Ragasa) further intensified as it moved closer to extreme Northern Luzon, prompting the raising of Tropical Cyclone Wind Signal No. 3 in five areas.
As of 11 p.m., the center of the eye of Nando was located 350 kilometers east-northeast of Aparri, Cagayan, or 360 km east of Calayan, Cagayan.
It was packing maximum sustained winds of 205 kilometers per hour (kph) near the center and gusts of up to 250 kph, stronger than the 195 kph maximum winds and 240 kph gusts recorded earlier in the day.
The typhoon was moving west-northwest at 15 kph.
PAGASA said Nando may maintain its current strength or intensify further before approaching extreme Northern Luzon.
On its forecast track, the cyclone may pass close to or make landfall over Babuyan Islands between late Monday morning and early afternoon, Sept. 22, before exiting the Philippine Area of Responsibility by early Tuesday, Sept. 23.
Wind signals
Wind Signal No. 3 was hoisted over Batanes, Babuyan Islands, northern and central portions of Cagayan (Santa Ana, Gonzaga, Lal-Lo, Gattaran, Baggao, Alcala, Santo Niño, Lasam, Allacapan, Camalaniugan, Buguey, Santa Teresita, Aparri, Ballesteros, Abulug, Pamplona, Sanchez-Mira, Claveria, Santa Praxedes, Rizal), northern and central portions of Apayao (Flora, Santa Marcela, Pudtol, Luna, Calanasan, Kabugao), and northern portion of Ilocos Norte (Carasi, Piddig, Vintar, Bacarra, Pasuquin, Burgos, Bangui, Dumalneg, Pagudpud, Adams).
Signal No. 2 was raised over the rest of Cagayan, northern and central portions of Isabela (San Mariano, Ilagan City, Tumauini, Cabagan, Palanan, Divilacan, Maconacon, San Pablo, Santa Maria, Santo Tomas, Delfin Albano, Quezon, Quirino, Mallig, Gamu, Burgos, Dinapigue, Roxas, San Manuel, San Mateo, Aurora, Cabatuan, Luna, Reina Mercedes, Naguilian, Benito Soliven, City of Cauayan, Alicia, Angadanan, San Guillermo), the rest of Apayao, Abra, Kalinga, eastern and central portions of Mountain Province (Paracelis, Natonin, Barlig, Sadanga, Bontoc, Besao, Sagada), eastern portion of Ifugao (Alfonso Lista, Aguinaldo), the rest of Ilocos Norte, and northern portion of Ilocos Sur (Cabugao, Sinait, San Juan, Magsingal, Santo Domingo, Bantay, San Ildefonso, San Vicente, Santa Catalina, City of Vigan, Caoayan, Santa, Nagbukel, Narvacan, Santa Maria, San Emilio, Burgos, Santiago, San Esteban, Lidlidda, Banayoyo, Quirino).
Signal No. 1 remained in effect over the rest of Isabela, Quirino, Nueva Vizcaya, the rest of Mountain Province, the rest of Ifugao, Benguet, the rest of Ilocos Sur, La Union, Pangasinan, Aurora, Nueva Ecija, Bulacan, Tarlac, Pampanga, Zambales, and northern portion of Quezon (General Nakar), including Polillo Islands.
PAGASA said the highest possible signal that may be raised during Nando’s passage is Signal No. 5
Wind, coastal hazards
The state weather bureau warned of moderate to significant impacts from storm-force winds in areas under Signal No. 3, minor to moderate impacts from gale-force winds in areas under Signal No. 2, and minimal to minor impacts from strong winds in areas under Signal No. 1.
A high risk of life-threatening storm surge, with peak heights exceeding three meters, is expected within the next 24 hours in low-lying and coastal areas of Batanes, Cagayan, including Babuyan Islands, Ilocos Norte, and Ilocos Sur.
Rainfall outlook
From tonight to Monday evening, intense to torrential rains may prevail over Batanes, Cagayan, Ilocos Norte, and Apayao; heavy to intense rains over Ilocos Sur, Abra, and Isabela; and moderate to heavy rains over La Union, Pangasinan, Benguet, Kalinga, Mountain Province, and Zambales.
From Monday evening to Tuesday evening, intense to torrential rains may affect Ilocos Norte, Apayao, and Abra; heavy to intense rains over Batanes, Cagayan, Ilocos Sur, La Union, Benguet, and Kalinga; and moderate to heavy rains over Pangasinan, Mountain Province, Ifugao, Isabela, Nueva Vizcaya, Nueva Ecija, Zambales, and Tarlac.
From Tuesday evening to Wednesday evening, Sept. 24, moderate to heavy rains may prevail over Batanes, Cagayan, Ilocos Norte, Ilocos Sur, Apayao, and Abra.
‘Habagat’ rains
PAGASA warned that the enhanced southwest monsoon or “habagat” is also expected to bring rains.
From tonight to Monday evening, heavy to intense rains may prevail over Occidental Mindoro and moderate to heavy rains in Bataan, Cavite, Batangas, Romblon, Antique, and Palawan.
From Monday evening to Tuesday evening, moderate to heavy rains may affect Metro Manila, Central Luzon, Calabarzon, Occidental Mindoro, Oriental Mindoro, and Palawan.
From Tuesday evening to Wednesday evening, moderate to heavy rains may persist in La Union, Pangasinan, Benguet, Nueva Vizcaya, Nueva Ecija, Zambales, Bataan, Tarlac, and Occidental Mindoro.
