No place for complacency: OCD braces for Super Typhoon 'Nando'

The Office of Civil Defense (OCD) has stepped up preparations as Super Typhoon “Nando” threatens to unleash heavy rains and powerful winds across Luzon and nearby regions.
OCD Assistant Secretary Bernardo Rafaelito Alejandro IV said the National Disaster Risk Reduction and Management Council (NDRRMC), together with its 44 member-agencies, has been placed on red alert status since Sept. 19 in preparation for Nando.
“As the highest level of alert, our mandate is to deploy and provide resources to all local government units (LGUs) and other agencies in need, and to facilitate immediate interagency coordination to anticipate needs before, during, and after the emergency,” he said in a press conference at the National Disaster Risk Reduction and Management Operations Center (NDRRMOC), Camp Aguinaldo in Quezon City on Sunday, Sept. 21.
He reminded residents nto be vigilant as Nando has a diameter of 1,060 kilometers and could affect areas beyond Northern Luzon. Tropical Cyclone Wind Signal Number 2 was raised in Batanes, Cagayan including Babuyan Group of Islands, as well as northern and eastern portion of Isabela, according to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA).
“We are reminding everyone not to be complacent. Although our focus is on Northern Luzon, specifically Regions 1 (Ilocos Region), 2 (Cagayan Valley), and CAR (Cordillera Administrative Regon), areas in Central Luzon (Region 3) down to Bicol (Region 5) must also prepare because, according to PAGASA, the typhoon will surely draw in the southwest monsoon (habagat). So we still need to prepare and issue guidance for them to take preemptive measures,” he added.
In a situational report, the NDRRMC said a total of 104,159 individuals or 28,831 families were already affected by the combined effects of Nando, habagat, and the previous tropical cyclone “Mirasol” in 187 barangays. There were 165 families or 497 persons staying in six evacuation centers.
The OCD reported that more than P200 million worth of food and non-food items have been staged in strategic locations nationwide while P88 million worth of medical supplies are on standby.
Logistics assets, including land, air, and sea transport have been prepared for relief distribution and evacuation efforts. Meanwhile, the Department of Public Works and Highways (DPWH) has mobilized over 600 heavy equipment units for debris clearing operations.
To ensure uninterrupted communication, 36 emergency telecommunications stations and 52 rapid response teams from the Department of Information and Communications Technology (DICT) have also been deployed.
Search and rescue operations will be backed by more than 4,000 teams from the Armed Forces of the Philippines (AFP), Philippine Coast Guard (PCG), Bureau of Fire Protection (BFP), and the Philippine National Police (PNP).
The Inter-Agency Coordinating Cell (IACC) led by NDRRMC Chairman and Department of National Defense (DND) Sec. Gilberto Teodoro Jr. also convened to facilitate heightened monitoring and coordination.
In Batanes, Governor Ronald Aguto Jr. requested the national government for solar lights.
“We are anticipating widespread brownout here in Batanes so we are requesting for solar powered lights to be distributed,” he said during the press conference via video telecommunication (VTC).
Aguto also asked the Philippine Air Force (PAF) to send one C-130 transport aircraft to assist 72 tourists that were stranded in the province due to the cancellation of flights.
The OCD called on the public to stay informed, remain vigilant, and heed warnings and advisories from authorities. It also advised the people to remain indoors, limit travel, and avoid gatherings or outdoor activities until weather conditions have fully stabilized.
“It is critical that every individual takes responsibility for their own safety by being prepared,” Alejandro said.
The center of the eye of Nando was located 535 kilometers east of Tuguegarao City, Cagayan as of 11 a.m. Sunday. It has maximum sustained winds of 185 km per hour (kph) near the center and gustiness of up to 230 kph, while moving westward at 15kph.
