'Nando' intensifies into super typhoon; Signal No. 5 may be raised — PAGASA

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Typhoon Nando (international name: Ragasa) intensified into a super typhoon at 8 a.m. on Sunday, Sept. 21.
Nando is now packing maximum sustained winds of 185 kilometers per hour (kph) near the center and gusts reaching up to 230 kph.
While the highest tropical cyclone wind signal currently raised is No. 2, PAGASA said it is not ruling out the possibility of hoisting Signal No. 5 as Nando could strengthen further before approaching extreme Northern Luzon.
Wind signals
As of 11 a.m., areas under Signal No. 2 are Batanes, Cagayan including Babuyan Islands, the northern and eastern portions of Isabela (San Mariano, Ilagan City, Tumauini, Cabagan, Palanan, Divilacan, Maconacon, San Pablo, Santa Maria, Santo Tomas, Delfin Albano, Quezon), Apayao, the eastern portion of Kalinga (Rizal, City of Tabuk, Pinukpuk), and the northern portion of Ilocos Norte (Vintar, Carasi, Adams, Dumalneg, Pagudpud, Bangui, Burgos, Pasuquin).
Signal No. 1 remains hoisted over the rest of Isabela, Quirino, Nueva Vizcaya, the rest of Kalinga, Abra, Mountain Province, Ifugao, Benguet, the rest of Ilocos Norte, Ilocos Sur, La Union, Pangasinan, the northern portion of Zambales (Santa Cruz, Candelaria, Masinloc, Palauig), the northern and central portions of Nueva Ecija (Carranglan, Lupao, San Jose City, Pantabangan, Bongabon, Laur, Gabaldon, General Mamerto Natividad, Rizal, Llanera, Talavera, Science City of Muñoz, Santo Domingo, Talugtug, Palayan City, Cuyapo, Nampicuan, Guimba, Licab, Quezon, Aliaga, Cabanatuan City, Santa Rosa, Zaragoza, Jaen, San Leonardo, General Tinio, Peñaranda), the northern and central portions of Tarlac (San Jose, City of Tarlac, La Paz, Victoria, Gerona, Paniqui, Moncada, San Manuel, Anao, Ramos, Pura, Camiling, San Clemente, Mayantoc, Santa Ignacia), and Aurora.
PAGASA explained that tropical cyclone wind signals warn the public of the expected conditions in affected areas.
Localities under Signal No. 2 may experience minor to moderate impacts from gale-force winds, while those under Signal No. 1 may encounter minimal to minor impacts from strong winds.
Rainfall outlook
PAGASA also warned that Nando, combined with the southwest monsoon or “habagat,” may bring heavy rains over large parts of Luzon.
On Sunday, heavy to intense rainfall (100-200 mm) may affect Cagayan, while moderate to heavy rains (50-100 mm) are expected in Batanes, Apayao, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, Antique, and Palawan.
On Monday, Sept. 22, intense to torrential rainfall (>200 mm) may prevail over Ilocos Norte, Apayao, Abra, Batanes, and Cagayan; while heavy to intense rains may affect Ilocos Sur, La Union, and Kalinga.
Moderate to heavy rains may persist in Pangasinan, Mountain Province, Ifugao, Benguet, Isabela, Nueva Vizcaya, Zambales, Bataan, Tarlac, Cavite, Batangas, Occidental Mindoro, and Palawan.
By Tuesday, Sept. 23, moderate to heavy rains are expected to affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Kalinga, Mountain Province, Benguet, Batanes, Cagayan, Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Rizal, Cavite, Batangas, and Occidental Mindoro.
Forecast track
As of 10 a.m., the center of Nando was located 535 kilometers east of Tuguegarao City, Cagayan, moving westward at 15 kph.
PAGASA said the super typhoon is expected to gradually turn west-northwestward, heading toward extreme Northern Luzon.
On its forecast track, Nando may either pass close to or make landfall over Batanes or Babuyan Islands between Monday afternnon and evening.
It may exit the Philippine Area of Responsibility by early Tuesday.
