'Nando' continues rapid intensification; Signal No. 2 raised over 5 extreme N. Luzon areas
May intensify into super typhoon today

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) on Sunday, Sept. 21, raised Tropical Cyclone Wind Signal (TCWS) No. 2 over five areas in extreme Northern Luzon as Typhoon Nando (international name: Ragasa) continued to rapidly intensify while moving closer to the country’s northernmost provinces.
As of 5 a.m., PAGASA said the center of the eye of Nando was located 610 kilometers east of Tuguegarao City, Cagayan.
It was packing maximum sustained winds of 175 kilometers per hour (kph) near the center and gusts of up to 215 kph, moving northwestward at 15 kph.
PAGASA said Nando may reach the super typhoon category within the day and continue intensifying before approaching extreme Northern Luzon.
On the forecast track, PAGASA said the typhoon may pass close to or make landfall over Batanes or Babuyan Islands between Monday afternoon and evening, Sept. 22.
It is likely to exit the Philippine Area of Responsibility by early Tuesday, Sept. 23.
Wind signals
According to PAGASA, the following areas are under wind signals:
* Signal No. 2: Batanes, Cagayan, including Babuyan Islands, the northeastern portion of Isabela (San Mariano, Ilagan City, Tumauini, Cabagan, Palanan, Divilacan, Maconacon, San Pablo, Santa Maria, Santo Tomas, Delfin Albano), the eastern portion of Apayao (Luna, Santa Marcela, Pudtol, Flora), and the eastern portion of Kalinga (Rizal).
* Signal No. 1: The rest of Isabela, Quirino, Nueva Vizcaya, the rest of Kalinga, the rest of Apayao, Abra, Mountain Province, Ifugao, Benguet, Ilocos Norte, Ilocos Sur, La Union, Pangasinan, the northern portion of Zambales (Santa Cruz, Candelaria, Masinloc, Palauig), the northern and central portions of Nueva Ecija, the northern and central portions of Tarlac, Aurora, and the northern and central portions of Catanduanes.
PAGASA said minor to moderate impacts from gale-force winds are possible in areas under Signal No. 2, while minimal to minor impacts from strong winds may be experienced in areas under Signal No. 1.
It added that the highest wind signal possible during Nando’s passage is Signal No. 5.
Rainfall outlook
PAGASA also warned that Nando, combined with the southwest monsoon or “habagat,” may bring heavy rains over large parts of Luzon.
On Sunday, heavy to intense rainfall (100-200 mm) may affect Cagayan, while moderate to heavy rains (50-100 mm) are expected in Batanes, Apayao, Zambales, Bataan, Cavite, Batangas, Occidental Mindoro, Antique, and Palawan.
On Monday, intense to torrential rainfall (>200 mm) may prevail over Ilocos Norte, Apayao, Abra, Batanes, and Cagayan; while heavy to intense rains may affect Ilocos Sur, La Union, and Kalinga.
Moderate to heavy rains may persist in Pangasinan, Mountain Province, Ifugao, Benguet, Isabela, Nueva Vizcaya, Zambales, Bataan, Tarlac, Cavite, Batangas, Occidental Mindoro, and Palawan.
By Tuesday, moderate to heavy rains are expected to affect Ilocos Norte, Ilocos Sur, La Union, Pangasinan, Apayao, Abra, Kalinga, Mountain Province, Benguet, Batanes, Cagayan, Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Rizal, Cavite, Batangas, and Occidental Mindoro.
