NDRRMC raises red alert due to 'Nando'

The National Disaster Risk Reduction and Management Council (NDRRMC) has placed its operations center on red alert, its highest emergency status, in preparation for the possible impact of Typhoon “Nando” (international name: Ragasa).
The NDRRMC issued Memorandum Number 245 series of 2025 which raised the alert status of the NDRRM Operations Center (NDRRMOC) from blue to red, effective 5 p.m. Friday, Sept. 19.
The council said the alert status allows for the full activation of its member-agencies to ensure a coordinated response, particularly in areas expected to experience heavy rainfall, strong winds, and rough seas.
“It is the highest alert status of the NDRRMOC to address an ongoing or in anticipation of an imminent emergency situation. It requires response agency staffing at the NDRRMOC and immediate interagency coordination,” the council explained.
Regional disaster offices have been directed to closely monitor weather developments, preposition relief supplies, and ensure the readiness of evacuation centers.
Local government units were also urged to take precautionary measures and issue timely advisories to their constituents.
The NDRRMC said the Department of the Interior and Local Government (DILG) has issued an advisory on pre-emptive evacuation and no-sail policy in areas that are on Nando’s path.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said Nando has strengthened over the Philippine Sea and may reach super typhoon strength before approaching or making landfall in the Batanes-Babuyan Islands by Monday, September 22.
As of 10 a.m. Saturday, Sept. 20, PAGASA located the typhoon’s eye approximately 775 kilometers east of Casiguran, Aurora, moving west-northwest at 10 kilometers per hour (kph).
It was packing maximum sustained winds of 120 kph near the center, with gusts reaching up to 150 kph. Typhoon-force winds may extend up to 500 km from the center.
Heavy rainfall is expected in Batanes, Ilocos Norte, Apayao, Cagayan, Abra, Ilocos Sur, Isabela,  La Union, Ifugao, Kalinga, Benguet, Mountain Province, and Nueva Viscaya.
Meanwhile, the southwest monsoon (habagat) may also bring moderate to heavy rainfall in Occidental Mindoro, Palawan, Romblon, Antique, Zambales, Bataan, Cavite, and Batangas.
The NDRRMC reminded the public to remain vigilant, follow official advisories, and coordinate with local authorities for safety measures.
