"While Makati City is not identified as a primary site for these demonstrations, we recognize the potential for indirect impacts, including spillover activities, traffic disruptions, or the spread of misinformation. In response, proactive security measures have been put in place to mitigate these risks," the Makati City Police said.
"We respect and uphold the constitutional right of every Filipino to peaceably assemble and express their views. However, we also emphasize that these freedoms must be exercised in a peaceful, lawful, and responsible manner—without compromising public safety or disrupting community life," it added.
According to Makati City Police OIC Col. Reycon Garduque, the police force, in coordination with higher headquarters and concerned agencies, has conducted a series of coordination meetings to ensure full operational readiness, particularly in areas identified as potential sites for mass gatherings.
"Key measures include intensified monitoring and intelligence gathering, readiness of Civil Disturbance Management (CDM) contingents and Reactionary Standby Support Force (RSSF) and members of Special Action Force, availability of adequate CDM equipment, communication devices, and mobility assets, strengthened coordination with the Public Safety Department, Security Managers, the Bureau of Fire Protecton, and other emergency response agencies, and ongoing traffic management planning and active community engagement to keep stakeholders well-informed," Garduque said.
"The public is strongly encouraged to remain calm, vigilant, and cooperative with authorities, and to avoid rally areas whenever possible. We also appeal to everyone not to share unverified information that could cause unnecessary panic or confusion. The Makati PNP remains committed to protecting both the rights of demonstrators and the safety of the general public. Through maximum tolerance, professionalism, and strategic preparedness, we will continue to uphold the law and maintain order in our communities," he noted.
Thousands of demonstrators are expected to troop to Luneta in Manila and the EDSA People Power Monument in Quezon City on Sept. 21 to denounce corruption in government offices, particularly with regards to the country's flood control projects.
