Double whammy! LTO suspends driver's license of sacked DPWH official over 'abusive behavior' vs security guard

A recently sacked official of the Department of Public Works and Highways (DPWH) suffered yet another misfortune as the Land Transportation Office (LTO) suspended his driver’s license on Friday, Sept. 19, due to alleged abusive behavior towards a security guard of a gated subdivision.
The LTO’s move came a week after DPWH Sec. Vince Dizon dismissed lawyer Mikhail Valodya Tupaz as officer-in-charge (OIC) division chief of the DPWH’s Internal Affairs Division.
“We already placed his driver’s license under 90-day preventive suspension, or until such time that the investigation into this case is done,” said LTO Chief Asst. Sec. Vigor D. Mendoza II.
A show cause order (SCO) was also issued against Tupaz and the LTO directed him to immediately surrender his driver’s license on or before the scheduled hearing on Tuesday, Sept. 23.
The issuance of the SCO stemmed from the complaint of a security guard who said that the DPWH official cursed at him after he denied the latter entry in a gated subdivision in Brgy. Tandang Sora, Quezon City last Aug. 9 while driving a private vehicle.
The DPWH official left but later returned and had the security guard arrested by policemen.
The partner of the security guard sought help from Senator Raffy Tulfo through his radio-television program.
This reached the office of DPWH chief Dizon, who then called for an investigation that led to the dismissal of Tupaz.
In the SCO signed by LTO Intelligence and Investigation Division chief Renante Melitante, the dismissed DPWH official was asked to explain why his driver’s license should not be revoked for being an improper person to operate a motor vehicle.
“Failure to appear and submit the sworn comments/explanations as required shall be construed by this Office as a waiver of your rights to be heard, and the case shall be decided based on the evidence at hand,” the SCO read.
