LTO: Same day release of new cars, motorcycles with license plate, OR/CR to start on Oct. 15

Starting Oct. 15 this year, the Land Transportation Office (LTO) will be implementing a policy that will compel car and motorcycle dealers to release the license plates and the Official Receipt/Certificate of Registration on the day that new motor vehicles are released to the owners.
LTO chief Assistant Secretary Vigor D. Mendoza II said the policy is stipulated in a Memorandum Circular that will be forwarded to the district offices and motor vehicle dealers across the country for strict compliance.
President Marcos, during his State of the Nation Address (SONA), directed the LTO through the Department of Transportation to make sure that the license plates and OR/CR are released to the owners of new motor vehicles to prevent another backlog within three days.
“The instruction is to release all of them within three days but on the part of the LTO, we assessed that the release of license plates and OR/CR could be done on the same day the newly-purchased motor vehicle is released to the owner. That is why we will implement it,” said Mendoza.
“Once this Memorandum Circular became effective, no brand-new motor vehicle or motorcycle shall be released by the dealers without the LTO license plate/s, and OR/CR,” he added.
In June this year, the LTO finally wiped out the 11-year problem on the backlog of license plates.
Following the President’s instruction, Mendoza said they immediately conceptualized a system to enable the immediate release of the license plate and OR/CR on the day of the release of new motor vehicles.
“Pursuant to the directive of President Marcos, the LTO developed a system that is integrable to its existing systems to achieve the said mandate and with the hard work of our experts in the LTO, we were able to do it,” said Mendoza.
The Memorandum Circular on the guideline for the same day registration and release of license plates and OR/CR of all brand new motor vehicles will take effect on October 15, or “unless otherwise extended by subsequent issuance.”
He said the Memorandum Circular will be immediately registered at the Office of the National Administrative Register at the University of the Philippines Law Center, U.P. Diliman, Quezon City and published once in a newspaper of general circulation.
