The House Speaker may have changed but the minority leader remains the same.
4Ps Party-list Rep. Marcelino "Nonoy" Libanan retained his position as minority leader during plenary session Wednesday afternoon, Sept. 17, just minutes after Isabela 6th district Rep. Faustino "Bojie" Dy took over as Speaker of the House of Representatives.
The rigodon was triggered by Leyte 1st district Rep. Martin Romualdez's resignation as Speaker--the fourth highest post in the country.
A total of 27 House members who abstained from the Speakership vote then held a caucus wherein they again unanimously elected Libanan as leader of the minority bloc.
Libanan became minority leader under similar circumstances at the start of the current 20th Congress.
The House members who voted for Libanan were: Reps. Arlene Bag-ao (Dinagat Islands, Lone District), Edgar Erice (Caloocan City, Second District), Cielo Krisel Lagman (Albay, First District), Jesus Suntay (Quezon City, Fourth District), Audrey Kay Zubiri (Bukidnon, Third District), Christopher Sheen Gonzales (Eastern Samar, Lone District), Stephen James Tan (Samar, First District), Reynolds Michael Tan (Samar, Second District), Niko Raul Daza (Northern Samar, First District), Leila De Lima (Mamamayang Liberal), Jose Manuel Diokno (Akbayan), Percival Cendaña (Akbayan), Dadah Kiram Ismula (Akbayan), and Paolo Henry Marcoleta (Sagip).
Also supporting Libanan were Reps. Jonathan Clement Abalos II (4Ps), Presley De Jesus (Philreca), Sergio Dagooc (Apec), Antonio Tinio (ACT-Teachers), Renee Louise Co (Kabataan), Roberto Gerard Nazal Jr. (Bagong Henerasyon), Jernie Jett Nisay (Pusong Pinoy), Allan Ty (LPGMA), Terry Ridon (Bicol Saro), Elijah San Fernando (Kamanggagawa), Arlyn Ayon (Swerte), and Iris Marie Montes (4K)
Libanan was also the minority leader during the previous 19th Congress.
A lawyer by profession, Libanan previously represented Eastern Samar’s lone congressional district for three consecutive terms.
He previously chaired the House committee on justice, held the post of majority leader of the Bicameral Commission on Appointments (CA), and later became Commissioner of the Bureau of Immigration (BI) under former president Gloria Macapagal-Arroyo.
