VM Atienza launches free spay, neuter program for pets in Manila
Manila Vice Mayor Chi Atienza has partnered with the City Veterinarian and the Biyaya Animal Care Foundation to launch a free spay and neuter program for cats and dogs in the City of Manila, in a landmark move to promote animal welfare and responsible pet ownership.

The initiative, which aims to offer accessible veterinary services while addressing the city’s growing stray animal population, was officially confirmed during a courtesy meeting on Tuesday, Sept. 16.
Atienza and Mayor Francisco "Isko Moreno" Domagoso met with Biyaya founder Marina Ortiz to formalize the public-private partnership.
Atienza, a long-time advocate for animal welfare, praised the collaboration and its potential impact on both animals and residents.
"I am pleased that the Biyaya Animal Care Foundation approached our office to collaborate with the city government," Atienza said.
"Under the leadership of Mayor Isko Moreno, this initiative for free spaying and neutering of cats and dogs in Manila will be a significant step forward in promoting animal welfare in our city."
Domagoso echoed her sentiments, emphasizing the program’s long-term benefits and its role in ensuring a humane and sustainable solution to animal population control in Manila.
The program will be jointly implemented by the Manila Veterinary Inspection Board (VIB), led by Dr. Joey Diaz, and the Manila City Pound, under Dr. Hector Dimaculangan.
It will also leverage the veterinary expertise and logistical support provided by the Biyaya Animal Care Foundation.
This initiative follows Vice Mayor Atienza’s recent call to animal lovers and non-government organizations to adopt pets from Vitas Pound, a campaign aimed at reducing overcrowding in the city’s shelters while giving stray animals a second chance at life.
