LTO revokes driver's license, imposes lifetime ban on 2 ex-DPWH execs in flood control mess

The Land The Land Transportation Office (LTO) has revoked the driver’s license of dismissed Department of Public Works and Highways (DPWH) officials in Bulacan who were linked to the anomalous flood control project.
The revocation stemmed from the use of fake driver’s license and LTO Chief, Assistant Secretary Vigor D. Mendoza II said both Henry Alcantara and Brice Hernandez were also fined P3,000 each for a case of Imitation and False Representation under Section 31 of the RA 4136, or the Land Transportation and Traffic Code.
“This is proof of our strong stand against using any documents, or falsifying any document being issued by the LTO. The driver’s license of both Mr. Alcantara and Mr. Hernandez are revoked and they are perpetually disqualified from being granted any kind of driver’s license,” said Mendoza.
The LTO investigation started when it was exposed in the Senate hearing that at least five DPWH personnel in the 1st District Engineering Office of Bulacan were using driver’s licenses to gamble in at least two casinos.
In the same hearing, the driver’s license was shown with the photos of Alcantara and Hernandez but with different names. The verification revealed that the driver’s license was fake.
Alcantara admitted to using a fake driver’s license under the name of Joseph Castro Villegas and this was confirmed by one of the casinos where he applied for Reward Circle.
The same casino also confirmed that Hernandez applied for the same Reward Circle using a driver’s license under the name Marvin Santos de Guzman.
In the decision signed by Mendoza, it said the pieces of evidence gathered clearly proved that both Alcantara and Hernandez were aware that they are using fake driver’s licenses.
This, according to Mendoza, made them liable for a case of being an Improper Person to Operate a Motor Vehicle under Section 27 (a) of R.A. 4136.
Mendoza said the two were also ordered to surrender their driver’s licenses, which were also placed under alarm.
