DPWH slashes 2026 budget by P255-B in review of irregular allocations

The Department of Public Works and Highways (DPWH) has cut its proposed 2026 budget to over P625 billion, a reduction of about P255 billion after a review that flagged several allocations as questionable.
DPWH Secretary Vince Dizon said the department’s original submission of more than P881 billion was pared down within the limited period allowed to address concerns raised in the initial proposal.
“The revised budget amounts to P625,784,508,000, which is P255,528,051,000, or 28.99 percent, lower than the originally proposed P881,312,559,000 budget earlier submitted,” Dizon said.
He added that the revised proposal was transmitted to House Speaker Martin Romualdez through Appropriations Committee Chair Rep. Mikaela Angela Suansing ahead of the upcoming budget deliberations.
Dizon said P252 billion worth of locally funded flood control projects was scrapped in line with President Marcos’ directive.
The savings, he added, are recommended for reallocation to agriculture, education, healthcare, housing, labor, social welfare, and information technology to support priority sectors.
He stressed that the department exerted “its best efforts” to ensure the revised submission reflects prudent use of government resources and will defend the proposal before the House Committee on Appropriations today, Sept. 17.
President Ferdinand Marcos Jr. earlier directed the DPWH and the Department of Budget and Management (DBM) to conduct a thorough review of the proposed 2026 National Expenditure Program to uphold transparency and accountability in infrastructure spending.
He also recommended that the savings be realigned to programs that directly benefit Filipinos.
Marcos has separately ordered an investigation into anomalous flood control projects, some of which were found to be ghost undertakings.
Both chambers of Congress and several government agencies have launched parallel inquiries into the matter.
