A food delivery rider lodged administrative complaints against seven police officers of the Manila Police District’s Drug Enforcement Unit (MPD-DEU) who are allegedly involved in his alleged abduction in Sampaloc, Manila which lasted for nine hours.
Chester Dumaran, 27, Grab rider, appeared before the National Police Commission (Napolcom) in Quezon City on Friday, Sept. 12, to formally file the charges for grave misconduct, grave irregularities in the performance of duty, and conduct unbecoming of a police officer against a police major, two master sergeants, two staff sergeants, one corporal, and one patrolman.
The charged police officers include five operatives of the MPD-DEU, its chief, and a police investigator.
According to Dumaran, he was smoking along Santisima Trinidad Street in Barangay Balic-Balic around 3 p.m. on Sept. 9 while waiting for a food order when he and a friend, a Food Panda rider, were forcibly taken by several men in plainclothes.
“Suddenly, a group of men approached and immediately handcuffed us,” he narrated in Filipino.
The victims were told to board the suspects’ vehicle, a black Mitsubishi Expander multipurpose vehicle (MPV), as they were driven around Rizal province. The suspects allegedly took out the vehicle’s plate number and conduction sticker.
“All our belongings were taken, then they introduced themselves as cops,” he said, saying the suspects took his cellphone and gold ring. 
“Then, we went to their chief at the headquarters of MPD [Manila Police District] and then we went to Montalban, then we circled around Litex, San Mateo, and Marikina. I no longer knew what was going to happen to me because they were telling me they were going to salvage me but I don’t know why,” he added.
Throughout the nine-hour-long ordeal, Dumaran said his abductors told him to cooperate with them or he would be killed. The abductors allegedly forced Dumaran to open his Gcash account and ordered him to transfer the P9,000 balance to one of the suspects.
“I saved it for one month for my children but they took it,” he said.
The suspects allegedly contacted Dumaran’s sister, Pia, via phone call but they did not identify themselves as cops. They said her brother was arrested in an anti-illegal drug operation.
However, a breakthrough occurred when the suspects decided to stop over at an eatery along Maseda Street corner Laong Laan Road in Sampaloc around 12 midnight the following day.
“My handcuff was loose. That was where I had the timing to escape because I was thinking of my children. They are still young, one is a 10-month-old baby and the other is a two-year-old. What will happen to my kids if they [suspects] really salvaged me?” he said.
While he managed to escape, the victim said that his companion was brought to the headquarters of the MPD and charged with drug-related cases. His companion’s motorcycle and cellphone were also seized by the cops, he added.
What the police report says
A police report from the MPD, however, said that Dumaran’s companion, identified as Nicole Owen Solieza, underwent inquest proceedings before the Manila Prosecutor’s Office for possession and delivery of illegal drugs. The report also stated that Dumaran was an at-large drug suspect and an accomplice of Solieza.
Napolcom Vice Chairman and Executive Officer Rafael Vicente Calinisan said he was “bothered” by the unlawful arrest, as he vowed that it would be thoroughly investigated by the Napolcom.
A glaring irregularity was noticed by Calinisan in the police report of the MPD as it stated that Solieza was arrested around 12:55 a.m. on Sept. 10 in Sampaloc, Manila, while Dumaran said they were taken nine hours before that.
Upon questioning by Calinisan, Dumaran said he is not using illegal drugs.
“This is the first time I’m hearing about it. In fact, I’m very, very bothered that’s why I’m happy that Chester came to us and trusted the Napolcom. This case will be investigated by our IMIS [Inspection, Monitoring and Investigation Service],” Calinisan said.
“We will not tolerate erring personnel if Chester’s allegation is true. We will get to the bottom of it and we will never allow any abuses of our policemen to our people,” he added.
Calinisan also assured the safety of Dumaran, saying security personnel from the Philippine National Police (PNP) will be assigned to him.
