LTO-7 chief files case vs assistant regional director before Ombudsman

CEBU CITY – The battle line has been drawn for the top two officials at the Land Transportation Office-Central Visayas (LTO-7).
Glen Galario, regional director of LTO-7, filed a complaint asking the Office of the Ombudsman-Visayas to investigate Arturo Apolinar, the agency's assistant regional director.
In his complaint filed on Thursday, Sept. 11, Galario accused Apolinar of usurpation of authority, grave misconduct, and violation of the Anti-Graft and Corrupt Practices Act.
The string of complaints stemmed from Apolinar’s alleged unauthorized approval of a multi-million-peso disposal transaction involving impounded vehicles.
Galario accused Apolinar of unilaterally signing and approving a Notice of Award on Feb. 17, 2025, in favor of E&J Scrap Metal Wholesaling.
The award covered the sale of 37 four-wheel vehicles and 114 motorcycles for P230,000.
The transaction needed the regional director’s approval, Galario said.
As head of the Regional Disposal Committee, Apolinario was only authorized to recommend actions to the director, Galario said.
However, Apolinario both recommended and signed the award, which Galario described as a clear case of conflict of interest and usurpation of authority.
Galario added that the contract was disadvantageous to the government since there was no market valuation study before the vehicles were sold.
He complained that Apolinar’s staff delivered the payment, although the receipt was issued in the name of the buyer, suggesting the assistant director had a pecuniary interest in the deal.
Galario asked the Ombudsman to hold Apolinar liable for violations of Section 3(e), Section 3(g), and Section 3(i) of Republic Act 3019, along with Article 177 of the Revised Penal Code.
Apolinar said he is ready to face the complaint.
"He (Galario) is fabricating issues to destroy me and have me removed from office because he knows I will be replacing him," Apolinar said.
Apolinar countered that no sale was made and what happened was an auction. "His complaint has no evidence attached," he added.
He was previously charged before the Ombudsman.
One Carmen Celestial sued Apolinar, who was linked to an alleged illegal tapping of water and electricity at the Motor Vehicle Inspection Center (MVIC) compound in Mandaue City, with utility lines allegedly diverted to a private insurance office.
Apolinar was also accused of extorting P500,000 from private emission testing centers (PETCs) in exchange for facilitating applications.
