Lacson willing to give away his pension for a perfectly executed flood control project

Senate President Pro Tempore Panfilo “Ping” Lacson said on Thursday, September 11 that he is willing to give away one month worth of his pension just to see a “perfectly executed flood control project anywhere in the Philippines.”
“Naghahanap nga ako (I’m looking) for a perfectly executed flood control project anywhere in the Philippines,” Lacson said during a Kapihan sa Senado forum.
“Kung meron, pag-iisipan ko, kasi di ako sigurado kung meron. Sayang din yun eh (If there really is, I will think about it. Because I’m really not sure if there is. I don’t want to waste it),” he told reporters in jest.
The amount of his one month pension, according to the new Senate Blue Ribbon Committee chairman, is P190,000.
“Willing ako isakripisyo yung isang buwan ko na pension para makuntento lang yung aking mata na meron palang (I’m willing to sacrifice my one month pension just to make my eyes contented to know there is a) perfectly executed flood control project lying somewhere,” he said.
Prior to this, Lacson was asserting former Department of Public Works and Highways (DPWH) chief Manuel Bonoan’s involvement in the corruption schemes within the agency.
Lacson, in a privilege speech last Tuesday, disclosed Bonoan had a “family business” with Candaba, Pampanga Mayor Rene Maglanque whom he said is a contractor of multi-billion-worth of flood control projects.
According to Lacson, Maglanque was the former president of construction company Globalcrete Builders, which he said allegedly secured P2.195-billion worth of flood control projects from 2018 to 2024 in Bulacan alone.
It was also Maglanque who is the owner of the MBB Global Properties Corporation which owns the Wyndham Garden Hotel sa Clark, Pampanga that was built for almost P1 billion.
Lacson noted that based on the firm’s 2024 general information sheet, the executives of MBB Global Properties Corporation include Macy Monique Maglanque, President; Sunshine M. Bernardo, Corporate Secretary and
Fatima Gay B. (Bonoan) Dela Cruz, Treasurer.
The senator said these individuals are children of Maglanque, DPWH Undersecretary Roberto Bernardo, and Manuel Bonoan, respectively.
“At the very least, he needs to explain his involvement with big contractors…Nakita ko lang paulit-ulit siyang (nagsasabi) na isolated case iyan…Alam kong hindi isolated case yan. Isolated case here, there and everywhere,”
“Hintayin kong may isolated case ang tama ang pagkagawa na flood control project. Handa ako mag-offer ng 1 month pension for a perfectly executed flood control project (I will for an isolated case of a flood control project that was done correctly. I’m willing to offer my one month pension for a perfectly executed flood control project),” he said.
Divine intervention
Lacson also said he believes that the series of exposé on flood control projects is considered a “day of reckoning” for the corrupt contractors, Bonoan, and the so-called “BGC boys” in the DPWH.
“Ito yung day of reckoning. Akala nila lusot na sila. Ang malas nila, mukhang nakialam na sa ‘taas,’ (They thought they can get away with it. Unfortunately, for them, the Higher One seemingly meddled),” Lacson said.
“Nagbagyo ng sunod-sunod. Mukhang galit na si God. Bakit nagkasunod-sunod si Crising, si Dante, si Emong? Tapos may habagat pa. Parang may divine intervention para mabulgar lahat (There were storms one after another. God seems to be angry. Why did Crising, Dante, Emong come one after the other? Then there is the southwest monsoon. It seems like there is divine intervention to expose everything),” he said.
Had it not been for divine intervention, Lacson said the public wouldn’t know the ostentatious lifestyle of these corrupt contractors and DPWH officials.
“Otherwise, tuloy-tuloy sila sa (they will continue to go to) casino. Yung perang binabayad natin sa tax, ginagamit sa casino, pinambibili ng mga Patek Philip, kung ano-anong mga relo, at kung ano-anong mga kotse (The taxes we paid will be used in casinos, used to buy Patek Philip and other luxury watches, luxury cars),” he pointed out.
“You can just imagine kung magpatuloy ito, para tayong mga gago (if these continued, we’re like fools),” the senator stressed.
