The Department of Public Works and Highways (DPWH) on Thursday, Sept. 11, filed graft complaints at the Office of the Ombudsman against 20 officials of its Bulacan 1st District Engineering Office and four private contractors over the alleged massive corruption in flood control projects.
DPWH Secretary Vince Dizon said the filing follows President Marcos' repeated orders to hold accountable those involved in the misuse of public funds.
“Even if they are friends or allies, everyone must be held responsible,” Dizon stressed, noting that this is only the beginning while the Independent Commission is still being organized.
He personally submitted key documents to the Ombudsman to support alleged violations of Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act); Article 217 of the Revised Penal Code (Malversation of Public Funds) in relation to Article 171; Republic Act No. 9184; and other relevant laws.

“The President has assured us that we will all get the justice we deserve as Filipinos, and this is proof of that,” Dizon said, emphasizing the urgency of the crackdown and the government’s commitment to accountability.
He also urged the public to report suspected anomalies in DPWH projects or officials.
“At humihingi ako ng tulong sa taong bayan. I-channel po natin ang galit natin para huliin pa ang mga ito...Nasanay naman po kayo d’yan sa akin, nung dati ho, nagpapadala kayo ng mga kamote drivers sa kalye. O ngayon po, hanapin niyo po sila, padala niyo po sa amin. Maniwala po kayo, lahat ho sila isasama natin sa mga ganito sa mga susunod na linggo, susunod na buwan,” (And I am asking for the public’s help. Let us channel our frustration to apprehend these individuals. You know how I work by now; before, you sent “kamote drivers” to the streets. Now, locate them and bring them to us. Rest assured, all of them will be included in similar cases in the coming weeks and months),” Dizon added.
