Senate finance subpanel submits OP, PMS 2026 budget for plenary approval

A Senate finance subpanel on Wednesday, September 10 has approved the proposed budget of the Office of the President (OP) and the Presidential Management Staff (PMS) for 2026, marking it “deemed submitted” for plenary consideration.
The OP has a proposed budget of P27.3-billion, while PMS has presented a budget of P882-million for 2026. The budgets of both offices were approved at the committee level.
During the budget hearing, Sen. Sherwin Gatchalian, chairman of the Senate Committee on Finance first allowed Executive Secretary Lucas Bersamin and PMS Secretary Elaine Masukat to present their respective proposed budget.
Bersamin explained that the OP’s budget, which is 72.19 percent higher than the approved allocation for 2025, will cover two major components: regular OP programs, activities and projects, and funding for the Philippines’ hosting of the 2026 ASEAN Summit and meetings.
After several questions from senators, the panel then moved to approve the budgets of both offices at the committee level.
“There being no objection, the budgets of the Office of the President (OP) and the Presidential Management Staff (PMS) are now deemed subjected for plenary’s consideration subject to the discussion and submission of documents requested by senators,” Gatchalian said.
