House gives DPWH additional 3 days to submit revised 2026 outlay

The House Committee on Appropriations has granted a request to extend the deadline for the Department of Public Works and Highways' (DPWH) submission of its revised budget under the P6.793-trillion National Expenditure Program (NEP).
Appropriations panel chairperson, Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing bared during a committee hearing Wednesday morning, Sept. 10 that DPWH Secretary Vince Dizon asked to move the deadline from Friday, Sept. 12 to Monday, Sept. 15.
"Considering the volume of items and documents requiring review, together with other matters that must likewise be addressed by the department, it s respectfully requested that the deadine for the subimnision of the revised budget programs be extended," indicated the letter, which Suansing read in full.
Dizon, in his letter, said that the extension would allow the DPWH "to exercise greater diligence and prudence in reviewing the [NEP]".
"We respectfuly seek the kind aonsideration of the Committee on Appropriations in granting this requet. Rest assured af the Department's unwavering commitment to ansuring that the budget submission i s accaurate, transparent, and fuly aligned with the Administration's priorities," read the letter, which was primarily addressed to House Speaker Martin Romualdez.
Shortly after Suansing endorsed Dizon's letter to the panel, Baguio lone district Rep. Mauricio Domogan moved that the extension request be granted.
"Hearing the request of our honorable secretary, Vince Dizon, I so move for the approval of the said request," Domogan said. Suansing carried the motion after hearing no objection.
In a separate motion, Aurora lone district Rep. Rommel Angara also sought to reschedule the DPWH's next budget hearing from Sept. 16 to 17. This was also swiftly granted.
Dizon took over the reins at the DPWH only last Sept. 2, following the resignation of erstwhile secretary Manuel Bonoan in the backdrop of the flood control projects controversy.
The appropriations panel held its initial budget hearing with Dizon and the DPWH family last Sept. 5. He purposely didn't make any presentation as he acknowledged the need to overhaul the agency's proposed P881-billion funding next year in light budget controversies.
Last month, House party leader flagged the 2026 funding of the DPWH for having missing appropriations and duplicate appropriations. They went as far as to recommend "tossing back" the NEP to the Department of Budget and Management (DBM), as they refused to be blamed for these questionable entries.
"As much as possible yung mga pinpoint out na red flags ng ating Kongreso ay buburahin natin. Walang doble, walang completed na meron pa ring budget. Yun, unacceptable yun. Ngayon lang ako nakakita ng ganun, to be quite honest," Dizon said.
(As much as possible, we will remove the red flags pointed out by our Congress. No duplicates, no completed projects that still have a budget. That’s unacceptable. Honestly, this is the first time I’ve seen something like that.)
The Suansing panel initially gave the DPWH one week, or up to Sept. 12, to submit its revised 2026 outlay.
The appropriations committee is currently on its fourth week of deliberations on the P6.793-trillion NEP--the largest in the country’s history.
