Department of Public Works and Highways (DPWH) Secretary Vince Dizon has requested the Department of Justice (DOJ) to issue an Immigration Lookout Bulletin Order (ILBO) for former Undersecretary Roberto R. Bernardo.
The name of Bernardo was among those mentioned by former DPWH Bulacan Assistant District Engineer Brice Ericson Hernandez during a House Infra Committee hearing on Sept. 9 in connection with alleged anomalies in flood control projects.
Other officials mentioned by Hernandez include Senators Jinggoy Estrada and Joel Villanueva, and former Bulacan 1st District engineer Henry Alcantara.
The request follows a similar move last week by Dizon for 43 former and current DPWH officials and contractors implicated in the ongoing probe.
Dizon asked DOJ Secretary Jesus Crispin Remulla to monitor Bernardo’s travel plans to prevent delays in the investigation.
He emphasized that the ILBO is meant to allow lawmakers to summon Bernardo for questioning while urging the Bureau of Immigration and other law enforcement agencies to remain vigilant against any attempt by the former official to leave the country.
Bernardo, however, denied involvement in the alleged irregularities and clarified that he is on medical leave from July 28 to Oct. 27, not dismissed.
The DPWH chief also noted that the ILBO serves strictly for monitoring purposes and does not legally prevent him from traveling abroad.
