"Pasyensya [sic] na tao lang po! (I'm sorry I'm just a human!)" Garbin said in a Facebook post.
The lawmaker was heard cursing as he seemed unaware that his live phone call for an interview with television program One Balita had already started airing.
In his defense, Garbin said he was walking while doing the interview and as he hung up, he supposedly tripped and nearly dropped his phone.
"The stumble startled me, and in that unguarded moment, I blurted out a curse word—something I usually say in private and never intended for the public to hear," he said.
"I understand that as a public servant, I must always be mindful of my words, even in unexpected situations. Moving forward, I will take greater care to avoid similar incidents," he added.
"Once again, I apologize to the viewers and to anyone who may have been offended," Garbin said.
Garbin was interviewed for his comment on Navotas City lone district Rep. Toby Tiangco's allegation over flood control project controversies against his fellow Ako Bicol Party-list Rep. Zaldy Co.
