Senate panel cites ex-DPWH official Brice Hernandez in contempt

A Senate panel cited on Monday, Sept. 8, cited former Bulacan 1st District Engineering Office Assistant District Engineer Brice Hernandez in contempt for his denial regarding questions related to gambling in casinos.

The motion was made by Senator Erwin Tulfo during the hearing of the Senate Blue Ribbon Committee into anomalous flood control projects and was seconded by Senate President Pro Tempore Jinggoy Estrada.
"There is a motion to cite. Brice Hernandez a.k.a. Marvin Santos De Guzman, in contempt and seconded by Senator Jinggoy. Any objection? Hearing none, the motion is approved. The committee cites in contempt Bryce De Guzman a.k.a. Marvin Santos de Guzman in contempt," Senator Rodante Marcoleta said.
Estrada asked Hernandez about a certain alias that he uses when he goes to casinos, which Hernandez denied. The senator then showed an ID with Hernandez' photo used to play in a casino, which the latter still denied.
"Give me a good reason why I should not cite you in contempt. Because if your reason is unacceptable to all of us present here, we will be forced to cite you in contempt," Estrada said.
After this, Marcoleta showed a driver's license issued by the Land Transportation Office (LTO) with Hernandez's photo under the name Marvin Santos De Guzman. Marcoleta also showed a record he obtained from Okada Manila that in March 2025, Hernandez won P6 million, while in April, he lost P25 million.
In May, he lost P10 million, in June, he lost P14 million, and in July 2025, he lost P15 million, Marcoleta added.
"Kung hindi ka magtatapat (If you will not tell the truth), I will cite you in contempt," Marcoleta said.
But Hernandez denied being in Okada despite the records.
Tulfo then said that he should just be cited in contempt since he's clearly lying.
"Kasi malinaw pa sa sikat ng araw, nagsi-sinungaling na may dokumento ka ba. Pwede ba mag-sinungaling ang LTO? Ikaw yung nagsi-sinungaling," Tulfo said.
Hernandez insisted that he's telling the truth and that he came to the hearing to cooperate.
Before this, Hernandez was initially asked by Senator Sherwin Gatchalian regarding his vehicles, which include a Toyota Supra worth P4 million, a Dodge Challenger worth P7 million, a 2022 Ducati motorcycle worth P2.2 million, and a BMW R2150 worth P1.2 million.
His wife has a Lamborghini Urus Perfomante, which, according to Gatchalian, is worth P30 million. Asked for his salary as a district engineer, Hernandez stated that he earns ₱ 70,000 per month.
