Negros Occidental solon orders contractors to repair 2 damaged flood control structures

BACOLOD CITY – Negros Occidental third district Rep. Javier Miguel Benitez has warned contractors that they will be blacklisted if they fail to repair two flood control structures.
“If they cannot comply, then they will not be included in any future projects. They will not be allowed to join any biddings under my watch,” the lawmaker said, referring to Supreme ABF Construction Supply Company Inc. and Silver Graces Construction and Supply.
Benitez, with District Engineer Rene Baldonado Jr. of the Department of Public Works and Highways (DPWH) Talisay 1st District Engineering Office, inspected the P93.6-million, 900-meter flood mitigation structure on Malogo River in Barangay Pasil, E.B. Magalona town, and P96.4-million Imbang River flood control project in Barangay Hawaiian, Silay City on Sunday, Sept. 7.
During his inspection in Malogo River, Benitez said that the structure was constructed in 2019 and completed in 2020 by the two contractors.
“They need to repair this as soon as possible,” said Benitez, who added that the damage might have occurred recently.
He said the structure needs to be repaired because of a minor damage and the contractor should shoulder the P300,000 cost, covering 20 meters.
“There’s a portion that’s hollow and needs to be repair as soon as possible,” he added.
In Imbang River, Benitez noticed the need for a total rehabilitation due to erosion as well as the need for the clearing of garbage nearby.
The Imbang River flood control project was implemented in 2020 by Supreme ABF Construction Supply Company Inc.
“These are no costs to the government, as the contractors will shoulder the repair,” Benitez said.
Benitez also visited the Minuluan River in Barangay 14-B, Talisay City, which he observed had no damage but needs dredging operation.
He said that this barangay has a perennial flooding problem that needs to be addressed.
Benitez said that they are checking flood control projects in the third district from 2016 to present, and so far, there are no problems.
His father Bacolod Rep. Albee Benitez served as third district representative from 2010 to 2019, while his uncle, Technical Education and Skills Development Authority (TESDA) Director General Francisco “Kiko” Benitez, served from 2019 to 2024.
Meanwhile, Benitez said that a flood mitigation summit will be held in the province on Sept. 14 to discuss flood control measures.
He said that Mahar Lagmay of Project Nationwide Operational Assessment of Hazards (NOAH) will join to help assess and provide solutions to flooding, particularly in the third district.
Local government units (LGUs) and stakeholders were invited to join the summit.
He encouraged the public to report idle government projects for checking and assessment to make them usable.
“Let’s be vigilant and take a look in your own areas. If there’s issue, let us work with LGUs to help address flooding.”
