Manila recovers P12M in unpaid flood control contractor taxes, eyes wider recovery drive

The city government of Manila has successfully collected P12 million in unpaid taxes from contractors previously awarded flood control projects, Mayor Francisco “Isko Moreno" Domagoso announced.
This initial success marks the beginning of a broader campaign aimed at retrieving more outstanding dues.
Domagoso confirmed that notices of delinquency have been sent to contractors involved in 315 flood control projects, only nine of which have so far settled their obligations amounting to P8.09 million.
The remaining projects are estimated to be short by at least P247 million in unpaid contractor taxes.
Domagoso emphasized that these firms are being given sufficient time to comply voluntarily.
He also made it clear that the city will not hesitate to blacklist non-compliant companies from securing permits from both the City Engineering Office and the Office of the City Building Official.
He also pledged to elevate complaints against persistently delinquent contractors to the Department of Public Works and Highways (DPWH), which has its own blacklist policies.
According to city records, while notices have been sent to all contractors, some were refused, 12, in fact, and three could not be delivered due to address changes.
Domagoso underscored that these refusals do not absolve the firms of their tax liabilities.
The city is prepared to pursue civil claims for damages and criminal charges against contractors who willfully evade payment.
