Members of the House of Representatives vowed legal action Monday, Sept. 8 after their names were linked to the flood control projects controversy by contractor Pacifico "Curlee" Discaya ll in a Senate Blue Ribbon Committee hearing.
Marikina City 1st district Rep. Marcelino "Marcy" Teodoro said he was surprised to be implicated especially since he just returned to being a congressman at the start of the 20th Congress last June 30.
"Nabigla ako. ‘Di ako nakaupong congressman noon, si Cong. BF [Bayani Fernando] pa. Wala ako sa posisyon non…Magfile kami ng slander (I was shocked. I wasn't the sitting congressman at that time, it was still Cong BF. I still wasn't in position...We will file a case of slander)," Teodoro said in a message to House reporters.
"Walang katotohanan ang mga paratang ng mga Discaya. Isa lang itong demolition job- - a cheap shot para siraan ako (Discaya's allegations are devoid of truth. This is just a demolition job--a cheap shot to smear my name)," the Marikina solon said in a subsequent statement Monday afternoon.
"Hindi ako ang congressman noong na-award ang kontrata sa kanila. Panahon pa iyon ng yumaong Bayani Fernando. In fact, ang mga DPWH (Department of Public Works and Highways) projects na napunta sa mga Discaya ay bago pa ako maupo bilang congressman- around 2020 or 2021, hindi 2022 pataas.
(I wasn’t the congressman when the contract was awarded to them. That was during the time of the late Bayani Fernando. In fact, the DPWH projects that went to the Discayas were before I assumed office as congressman—around 2020 or 2021, not from 2022 onwards.)
"Wala akong kinalaman doon, dahil hindi pa ako congressman noon (I had nothing to do with that, because I wasn’t a congressman yet,” he reiterated.
"With this, I am now contemplating on filing charges against the Discaya’s for lying and for trying to besmirch my good reputation. I am planning to file perjury dahil may false testimony sila in a legislative hearing, and perjury dahil they are under oath (I am planning to file perjury charges because they gave false testimony in a legislative hearing, and perjury because they were under oath)," Teodoro said.
Another solon implicated by Discaya, Pasig City lone district Rep. Roman Romulo, said in a separate statement Monday: "I strongly deny these malicious and fabricated allegations linking me to anomalous bidding. was never involved in ant bidding nor in selecting contractors for DPWH projects."
"In this regard, it is quite clear that these accusations are nothing more than an attempt to divert attention, shift blame, and evade accountability for matters properly within heir responsibility. Such tactics undermine the integrity of official proceedings and mislead the public with bpaseless insinuations," Romulo said.
He went on to challenge his accusers "to present clear and solid evidence".
"I remain commited to serving Pasig with honesty and integrity and no amount of black propaganda will stop me from doing my job," said the veteran lawmaker.
Romblon lone district Rep. Eleandro Jesus Madrona, in his own statement Monday, said: "I strongly deny the statement of Discaya."
"To my recollection, wala akong project sa kanya, so anong basehan ng sinabi niyang pag bigay niya sa akin? (I don’t have any projects with him, so what's the basis of him saying that he gave me a commission?)" he asked.
"I heard he [bid] on projects sa aming budget sa [for our budget] Romblon pero [but] I have no hand and knowledge on how he pays those involved!" Madrona added.
In a separate statement sent to House reporters, former San Jose del Monte City lone district Rep Florida "Rida" Robes said she would file a libel case against Discaya.
“Kung sino man gumagamit ng pangalan ko, mangilabot naman kayo! (Whoever is using my name, shame on you!)" Robes said.
“Kitang-kita naman ng marami kung gaano na kaganda ang San Jose del Monte ngayon. Walang ghost project dito at pang-world class ang aming mga infrastructure (It’s very clear to many how beautiful San Jose del Monte has become. There are no ghost projects here, and our infrastructures projects are world-class)," she added.
Quezon City 5th district Rep. PM Vargas wondered what Discaya’s motive was for linking him to the flood control projects mess.
"100% NOT TRUE...Walang project ang mga Discaya sa district natin kailanman (The Discayas have never had a prpject in my district). Zero. This is confirmed and certified," he said.
"I will file a case against them for this blatant lie. My track record speaks for itself," added Vargas.
Discaya is the husband of the controversial Sarah Discaya.
