CSC launches P3.88 billion modernization project to improve civil service efficiency
The Civil Service Commission (CSC) formally launched the Philippine Civil Service Modernization Project (PCSMP), which aims to enhance efficiency in public service delivery through the digital transformation of human resource (HR) and payroll systems across the bureaucracy.
The P3.88-billion project is jointly led by CSC and the Department of Budget and Management (DBM), with funding support from the World Bank under Official Development Assistance.
Of the total project cost, P3.755 billion will be sourced from loan proceeds, while P123.56 million will come from the national budget.
Set to run from 2025 to 2029, the PCSMP will initially cover 40 pilot agencies.
It includes capacity-building workshops and writeshops designed to streamline HR transactions, improve payroll accuracy, strengthen policy compliance, and enable evidence-based decision-making in the civil service.
A project steering committee has been established to oversee the implementation, supported by two technical working groups and an internal CSC group.
The project also emphasizes enhanced transparency, accessibility, and data-driven performance management in government operations.
CSC Chairperson Marilyn B. Yap said the project reflects a collective goal of building a technology-enabled and competent bureaucracy.
“The PCSMP is the offspring of our shared vision of a revitalized government in which policy infrastructures, systems, and processes in the delivery of services to the people are managed by highly competent and motivated civil servants enabled by technology to ensure efficiency and effectiveness in the delivery of services,” she said during the launch on Sept. 3.
Officials from the World Bank, including Acting Director Gonzalo Varela, joined the launch alongside DBM Undersecretary Maria Francesca M. Del Rosario and other CSC officials.
The event concluded with the signing of the PCSMP project signage by representatives from the project steering committee, technical working groups, and pilot agencies, signifying their commitment to the project’s objectives.
