Protesters, police clash outside Batasan complex during DPWH budget deliberation

Protesters clashed briefly with police outside the House of Representatives complex on Friday, Sept. 5, as lawmakers deliberated on the 2026 budget of the Department of Public Works and Highways (DPWH).
The tension began when demonstrators hurled plastic bags filled with paint at a tarpaulin resembling government project contract details. Some of the paint splattered onto members of the Quezon City Police District’s (QCPD) riot control unit securing the compound.
The protest was organized by groups under the Bagong Alyansang Makabayan (BAYAN), which assailed what they called failed flood control projects awarded to private contractors.
They argued that despite consuming billions in public funds, these projects have not spared communities from recurring floods.
Police dispersed the crowd shortly after the incident. No injuries or arrests were reported.
