'Gusto maging Speaker, walang sumuporta': Garbin takes shots at Tiangco

Navotas City lone district Rep. Toby Tiangco's alleged "frustrations" in the House of Representatives this 20th Congress are the reason why he's making noise about the ongoing 2026 national budget process.
Ako Bicol Party-list Rep. Alfredo Garbin Jr. gave this hot take Friday, Sept. 5 in an obvious attempt to get under the skin of the independent congressman.
“Siguro nasira na yung ulo dahil hindi naging [House] Speaker. Gusto maging Speaker wala naman na sumusuporta sa kanya (I think he lost his mind because he didn't become House Speaker. He wanted to be Speaker but nobody supported him)," Garbin said.
"Gusto mag-appro chair (He wanted to be appro chair)," the Bicolano added of Tiangco, in reference to the chairmanship of the powerful Committee on Appropriations.
"Ang appro chair kasi pinipresinta yan sa plenaryo eh, and in the plenary, it will be voted upon by the majority of members of Congress. Wala naman gusto bumoto sa kanya na maging appro chair. So siguro yan siguro ang pinanggagalingan niya,” Garbin claimed.
(The appro chair candidate is presented to the plenary, and in the plenary, it will be voted upon by the majority of the members of Congress. But no one wanted to vote for him to become the appro chair. So maybe that’s where he’s coming from.)
For weeks now, Tiangco has been seeking out Garbin's fellow nominee, Ako Bicol Party-list Rep. Zaldy Co, for answers regarding the alleged insertions in the current P6.352-trillion General Appropriations Act (GAA) for 2025.
The outlay was crafted during the final year of the previous 19th Congress, when Co chaired the Committee on Appropriations.
Last month, at the start of the deliberations on the 2026 national budget, Tiangco demanded from the appropriations panel--now chaired by Nueva Ecija 1st district Rep. Mikaela Angela "Mika" Suansing--to produce the list of amendments made by the so-called small committee to the 2025 budget, as if it were smoking gun.
On Sept. 2, Tiangco also supported a call to invite Co before the House Infrastructure Committee (infra comm), the committee tasked to look into the flood control projects controversy.
The Speaker in the 20th Congress is Leyte 1st district Rep. Martin Romualdez.
