SANTA Rosa City, Laguna – The Real Estate Brokers Association of the Philippines (REBAP), the country’s fastest-growing professional organization of licensed real estate service practitioners with 52 chapters nationwide, successfully held its first Regional Integration for Synergy and Empowerment Summit (RISE 4A) at the Paseo Premiere Hotel here on Saturday, Aug. 30.
With the theme “Strengthening Regulation and Compliance: Updates on RESA, Anti-Colorum Measures, and RPVARA,” the full-day forum gathered real estate brokers, practitioners, and government stakeholders for an in-depth dialogue on ensuring professionalism, compliance, and responsible practice in the real estate industry.
The summit was marked by the participation of integral agencies and experts who delivered timely and impactful insights:
– Dr. Pilar M. Torres-Banaag, PRC-PRBRES member, who delivered a comprehensive lecture on the Real Estate Service Act (RESA) and its implementing rules and regulations. She urged brokers to interpret and uphold the law faithfully, emphasizing their accountability as licensed professionals.
– Engr. Rennee Son Bancud, DHSUD 4-A inspector and evaluator, who presented DHSUD’s regulatory initiatives and reiterated the agency’s commitment as “DHSUD R4A Maaasahan.”
– Engr. Abet F. Arellano, provincial assessor of Laguna, who discussed updates on real property assessment and valuation.
– Archie P. Larracas, local assessment operations officer III of the Bureau of Local Government Finance, who highlighted the LGU’s role in transparent real estate taxation.
– Police Lt. Col. Louie Gonzaga, Silang, Cavite chief of police, who underscored law enforcement’s role in combating illegal and unlicensed (“colorum”) real estate activities.
– Sharel Ann N. Abad, attorney IV of the Department of Agrarian Reform IV, tackled agrarian reform-related real estate concerns.
– Czar Eric M. Nuqui, NBI Cavite North District chief, discussed law enforcement interventions against fraudulent property transactions.

REBAP chapters in Region 4-A is composed of dynamic and thriving chapters across the Calabarzon, each contributing to the strength and influence of the organization in the region.
They include REBAP Cavite, led by President Mae Ann Chua; REBAP Metro Tagaytay, under the leadership of President Cristina Arangorin; REBAP Laguna, headed by President Frederick Mercado; REBAP Batangas, chaired by Maria Lourdes Jimenez, Chairman of the Board; REBAP Metro Dasmariñas, led by President Melba Malihan, REBAP Rizal, under President Manolito Nebre, and REBAP Rizal District II, headed by President Teresita Gapasin.
Together, they embody REBAP’s vision of synergy, professionalism, and collaborative growth, serving as pillars of excellence in the real estate service industry across Region 4A.
The program was an initiative of Carla Calleja, REBAP national vice president for internal affairs, with National Trustee Marina Gonzales, chairman on of the committee on chapter formation, relations, vigilance, and advocacy, as event head.
The event was co-hosted by the REBAP Laguna chapter.
National leadership was led by National Chairman of the Board Elvis S. Saligumba and National President Mary Karen T. Madlangbayan, who both emphasized REBAP’s thrust to empower chapters through regional collaboration.
