Mayor Isko explores public-private collaboration to strengthen Manila's HIV response

Manila Mayor Francisco "Isko Moreno" Domagoso recently met with representatives of global healthcare company Abbott to explore potential partnerships aimed at bolstering the city’s response to HIV.
The discussions centered on expanding access to HIV testing kits and pre-exposure prophylaxis (PrEP), as part of the Manila local government's broader strategy to provide inclusive and accessible sexual and reproductive healthcare.
The initiative is designed to complement existing services offered by the city’s health department and to meet the growing demand for HIV-related health interventions. Currently, the Manila Health Department distributes free HIV testing kits and PrEP pills sourced from the Department of Health (DOH).
These services are available in all LGU-run health centers and through social hygiene clinics operating in each of the city’s districts.
The Santa Ana Hospital also continues to serve as one of the country’s designated HIV treatment hubs.
With rising HIV cases and increasing demand for preventive measures, the Manila LGU is preparing to procure its own supply of HIV testing kits.
By pursuing public-private partnerships such as the one proposed with Abbott, the city aims to make testing more accessible and sustainable over the long term.
During the meeting, Mayor Isko also raised the possibility of securing doses of an HIV vaccine once it receives the necessary approvals from the World Health Organization (WHO) and the Food and Drug Administration (FDA). The LGU signaled its readiness to invest in such medical innovations as part of its forward-looking approach to public health.
This latest move reflects a continuation of the city’s proactive health governance, which was notably demonstrated during the Covid-19 pandemic, when the local government invested in widespread testing and critical medical supplies.
The same preparedness and commitment to early intervention are now being applied in the city’s ongoing efforts to curb the HIV epidemic.
Through these initiatives, the Manila LGU is reinforcing its commitment to building a more resilient and inclusive healthcare system, one that ensures equitable access to vital health services for all Manileños.
