Dizon requests DOJ to place DPWH execs, contractors on lookout list for 'ghost' projects

Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Wednesday, Sept. 3, requested the Department of Justice (DOJ) to place more than 20 DPWH officials and contractors on the immigration lookout list for their alleged involvement in anomalous “ghost” flood control projects.
“I’ve just signed a request to Justice Secretary [Jesus Crispin Remulla], copy furnished to the Bureau of Immigration, for a lookout order for these individuals listed,” Dizon said during the turnover ceremony.
He noted that the measure seeks to immediately bar those implicated from leaving the country while the investigation is ongoing.
In his letter to the DOJ, Dizon stressed that “the timely issuance of an ILBO is of utmost necessity to enable current investigations to proceed without delay and hold those liable accountable to the Filipino people.”
He also urged the Bureau of Immigration to alert the DPWH and law enforcement authorities of any attempt by the personalities to travel abroad.

“In addition to the issuance of ILBO, may we further request that the Bureau of Immigration be instructed to immediately inform the DPWH and other law enforcement agencies of any information regarding the impending travel of these individuals,” Dizon added in his letter.
During a post-turnover briefing, Dizon emphasized that the request was in line with President Ferdinand “Bongbong” Marcos Jr.’s directive to enforce accountability in government projects.
“This is all part of the President’s order to hold people to account,” Dizon said.
Alongside the lookout order, Dizon announced a nationwide suspension of bidding for all locally funded projects.
He also ordered a 60-day reorganization of DPWH personnel—from top management down to district engineers—which he described as part of a broader effort to restore integrity in the agency.
Dizon officially assumed office on Sept. 1 after taking his oath before Marcos, succeeding Manuel Bonoan, who stepped down as public works chief.
