DAVAO CITY – A councilor here reminded local content creators on Wednesday to post responsibly
as violations of city ordinances stemming from irresponsible online posts could lead to penalties.
Councilor Bonz Andre Militar, chairperson of the Committee on Information and Technology, said in a Facebook page that that they must exercise caution when using digital platforms.
The councilor recently filed a resolution urging all social media creators in Davao City to use digital platforms responsibly to safeguard residents’ welfare, safety, and dignity.
He noted the 1987 Philippine Constitution, which guarantees the freedom of speech and expression, but likewise recognizes the responsibility of every citizen to exercise these rights without causing harm to others.
According to Militar, irresponsible content creation—such as the spread of misinformation, cyberbullying, hate speech, and exploitation of minors—poses risks to everyone.
“The growing influence of social media content creators has a significant impact on shaping public opinion, culture, and values, especially among the youth,” Militar said.
Militar said that disrespecting residents of Davao City regardless of status or gender will not be tolerated. “Freedom of speech is a right, but it comes with responsibility.”
He said national laws that provide safeguards against harmful practices. Davao City has enacted ordinances such as the anti-cyberbullying, anti-discrimination, and children’s welfare code to protect people.
Militar said the resolution aims to remind digital creators that while social media offers a platform for free expression, it must not come at the expense of the rights and dignity of others.
