ERC amends net-metering rules to boost renewable energy use

The Energy Regulatory Commission (ERC) has revised its rules for the net-metering program, making it easier for consumers to adopt renewable energy (RE) and utilize smart technologies.
Net metering is a program that allows consumers, typically those with solar panels, to generate their own power. Any excess electricity produced is sent back to the grid, and consumers receive credits on their electric bills.
According to a document released by the ERC, the new rules allow for the banking and rollover of net-metering credits. Additionally, these credits can now be transferred to a new owner when a property changes hands.
The new regulations also mandate that distribution utilities (DUs) provide detailed information about their net-metering programs, including application forms, processes, and quarterly updates on hosting capacities for their customers.
Other provisions in the guidelines cover requirements such as maintaining good credit standing, as well as the costs and location for installing the Renewable Energy Certificate (REC) meter.
The ERC stated that these guidelines were created to encourage RE adoption, promote efficient and cost-effective energy planning, expand knowledge in installing renewable systems, and simplify procedures while minimizing installation costs for these clean energy facilities.
Customers with a good credit history of paying their electricity bills to the DU, as well as new customers, are eligible for the program. They must apply for a certificate of compliance (COC) before participating, a process that will be simplified and facilitated by their respective DUs.
The program is open to various RE systems, including solar, wind, run-of-river hydropower, biomass, or any other technology that can be integrated into a consumer's property.
“The amendments also include a revision to Section 19 of the Rules, making the installation of Renewable Energy Certificate (REC) meters voluntary,” the ERC stated.
“In case of a waiver for the installation of said REC meter, energy generated from the RE Resource shall be computed using the appropriate formula provided under the Rules, subject to the submission of an affidavit and waiver.”
