Department of Public Works and Highways (DPWH) Secretary Vince Dizon on Tuesday, Sept. 2, vowed to enforce strict contractor compliance to restore public trust while taking decisive steps to strengthen oversight and prevent irregularities.
Speaking at his turnover ceremony at the DPWH central office in Bonifacio Drive, Port Area, Manila, Dizon said integrity and discipline must guide every decision and action as he outlined his vision for a results-driven, transparent, and ethically grounded agency.
He emphasized that both management and employees are responsible for ensuring departmental operations comply with laws and ethical standards.
“Every project must be executed with integrity and precision, and no compromise will be tolerated when it comes to adherence to rules and contractual obligations,” Dizon said.
To reinforce operational discipline, he announced plans to implement rigorous performance evaluations, strengthen internal audit systems, and improve coordination between central and regional offices to detect and address potential gaps before they escalate.
Dizon also stressed the importance of ethical conduct among contractors and service providers, noting that strict adherence to contractual obligations is key to maintaining credibility and public confidence in government infrastructure programs.
Officials and senior management at the turnover ceremony highlighted leadership accountability, noting that a disciplined and results-oriented workforce is essential for the effective delivery of departmental programs and services.
Dizon’s address signaled a shift from reactive management to proactive oversight, emphasizing that these reforms are central to enhancing transparency and operational efficiency across DPWH projects.
