De Lima copies Jose Marie Chan meme, taunts Duterte on flood control project mess

Mamamayang Liberal (ML) Party-list Rep. Leila de Lima highlighted on Monday night, Sept. 1 that the anomalous flood control projects in the country began in 2016, or during the administration of former president Rodrigo Duterte.
De Lima did so by posting on Facebook her own version of the famous Jose Mari Chan meme that pops up on everybody's social media feed at the start of "Ber" or holiday months.
“Hello sa mga nanlamig hindi dahil Ber months na, kundi dahil nalaman nilang 2016 paDu nagsimula yung maanomalyang flood control projects,” De Lima said in her post.
(Hello to those who got cold sweat not because the Ber months are here, but because they learned that the anomalous flood control projects began way back in 2016.
Controversial contractor Sarah Discaya earlier disclosed that she started bidding for flood control projects with the Department of Public Works and Highways (DPWH) in 2016 during the Duterte administration.
Discaya replied “2016 onwards,” when asked by Senator Ronald "Bato" dela Rosa, a Duterte ally, during the Senate Blue Ribbon Committee hearing Monday on the flood control mess.
Discaya, president of the Alpha & Omega Gen. Contractor and Development Corp. also declared that her companies flourished after joining biddings for DPWH flood control projects, which enabled her to acquire several luxury vehicles.
She said that Alpha & Omega entered bidding for 491 projects in 2022 and won 71. She also admitted that her family owns nine companies, including one owned by her eldest son and another run by her cousin.
Alpha & Omega was one of the 15 contractors identified by President Marcos to have cornered 20 percent of the total P545-billion budget for flood control projects in the country.
There is no love lost between De Lima and Duterte. It was during the Duterte presidency that De Lima, a former senator, was incarcerated for drug charges. Her cases were ultimately dropped.
