Davao City Rep. Omar Duterte files centralized labor information system measure

Acting Mayor Rigo Duterte turns over Community-Based Monitoring System

DAVAO CITY – Davao City second district Rep. Omar Vincent Duterte recently filed House Bill 4081 seeking to establish a centralized labor information system under the Department of Labor and Employment (DOLE).
Duterte said the proposed measure mandates DOLE to develop a nationwide database consolidating records of workers, unions, and job opportunities.
This system would connect jobseekers with employers, monitor compliance with labor laws and benefits, and provide real-time tracking of employment trends.
Duterte said the bill aims to address these gaps by merging labor-related services into a single, secure, and transparent database.
He stressed that the platform would streamline government processes and ensure workers, employers, and labor groups have access to accurate, up-to-date information.
“It will make government services more efficient and worker-centered,” Duterte said.
DOLE currently operates several digital platforms that function separately. PhilJobNet serves as the government’s main job portal but is limited to job postings.
Employers submit retrenchment and closure reports through the Establishment Report System (ERS) while the Labor Market Information (LMI) system compiles statistics on skills supply and demand.
Overseas employment data is managed in coordination with the Department of Migrant Workers, while sectoral bureaus maintain independent databases for informal and special employment programs.
But these systems are not fully integrated, often requiring separate registrations and updates that are not automatically linked.
HB 4081 is awaiting referral to the appropriate committee for deliberation.
Community-Based Monitoring System
Meanwhile, acting Davao City Mayor Rodrigo ''Rigo'' Duterte II led the formal turnover of the Community-Based Monitoring System data on Friday, Aug. 29, which he described as a key instrument in strengthening evidence-based planning and policymaking for the city.
He said the updated database would help local and national agencies assess community needs more accurately, address service gaps, and design programs aimed at improving the lives of residents.
“This accurate and up-to-date information empowers both our national government agencies and local government units to understand the real and pressing needs of our communities, address gaps in essential services, and craft programs that truly improve the lives of our people,” Duterte said.
Duterte thanked the Philippine Statistics Authority, the CBMS team, and other partner agencies for their role in gathering and processing information. He added that the city government intends to use the data responsibly to support inclusive and sustainable development initiatives.
“This crucial information will further equip us to plan with precision and respond with compassion, ensuring that no sector is left behind,” he said.
